On November 3rd, the municipal government of Yichang held a mobilization meeting for building Yichang into a national ecological garden city. Ma Xuming, the deputy secretary of Municipal Party Committee and mayor, claimed that the green development concept should be actively put into practice and the ecological civilization construction should be comprehensively strengthened in the process of building modernized megacity, so as to ensure the achievement of “being up to the national standard of ecological garden city in 2018 and becoming a national ecological garden city in 2019”. 
Ma Xuming pointed out that the building of a national ecological garden city is an objective requirement for implementing green development, an important part for constructing Three Gorges eco-economic zone and the practical need for building modernized megacity. Departments at all levels should aim at this goal and respond actively with a keen consciousness of politics, thought and action,  should schematize and program this goal, and manage various work well in high  standards.
He also claimed that all the departments in urban areas should resolutely carry out national, provincial and municipal policies on greening and ecological construction and be responsible in the aspects of protective measures, capital investment and restoration schemes etc. Meanwhile, they should increase the investment and reinforce the construction of urban ecological environment based on Development Planning on Urban Garden Greening in Yichang during the 13th “Five-Year Plan”. What’s more, they should deepen the reform of greening investment mechanism and constantly expand the capital channel, such as, encouraging enterprises, public institutions and residents to involve in protecting and planting trees and grass in gardens. And their leaders’ achievement in this field should be taken into account when assessing them, in addition, the intensity of rewards and punishments should be strengthened.
Mr. Ma emphasized that it was necessary to speed up the pace of the construction and insist on coordinated promotion between all urban areas and rural areas, between ecological development and ecological protection, between ecological development and economic development, between breakthrough at key points and overall development since the construction of ecological garden city is a systematic project. In the meantime, the relevant departments should take this opportunity to highlight the key construction parts, accelerate the construction of urban ecological greening and strive to build a city park of large scale and high quality.  The greening along the urban arteries and the roads to tourism landscape should be improved, especially the greening along railways, expressway and airways which represent the city image.  Moreover, the low-carbon and energy-saving greenways network system, which connects mountains and rivers as well as integrates urban and rural areas, should be built in accordance with the tourism standardization demonstration city. Last but not the least, the relevant departments should make extensive promotion, further improve people’s green development consciousness and formulate great atmosphere of public opinion on green development. 
Yuan Weidong, the member of Municipal Party Committee and vice mayor, started to assign the construction work. Wu Kangnian, Li Decai and other municipal leaders attended this meeting, with Zhou Qing, the director of promotion department of new district in Yichang, hosting the mobilization meeting.
