Wang Guobin, Municipal Standing Committee member and deputy mayor, was invited to attend the International Healthy City Mayors’ Forum during the Ninth Global Conference on Health Promotion (9GCHP). He introduced “Yichang experience” of building the healthy city based on scientific and technological innovation. And the session was hosted by Anne Snowden, president of World Health Innovation Network, appointed by World Health Organization.
“Yichang is the location of the world’s largest water conservancy project—the Three Gorges Dam, and also the homeland of Qu Yuan and Wang Zhaojun, a great patriotic poet and an envoy for national unity respectively in ancient China. Furthermore, it’s also a livable city and a charming traveling place with a number of picturesque sceneries, reminding people of nostalgia. As the national first batch and the only pilot healthy city in Hubei province, Yichang is building the healthy city by revolving around “the four highlights”. First, the concept of health should be highlighted. To build the provincial sub-central city and modern megalopolis, Yichang integrates the concept of “base-all-policies-on-health” into every aspect of its construction—for example, it accelerates the planning of building the healthy city—to make sure of the leading role of health. Second, ecological construction should be highlighted. Yichang, full of picturesque sceneries, is a good place for living, traveling, starting businesses and preserving people’s health. Hence, the city carries out environmental-friendly development; meanwhile, the ecology-first mentality is kept throughout the building of the healthy city. Now, the government is forging Yichang a city suitable for preserving people’s health, a significant foundation for building Yichang a healthy city. Third, wise information technology (WIT) should be highlighted. By promoting technological means of utilizing Big Data Platform, information management for human health and Internet plus low-price shared medical service; Yichang is making WIT 120 play a supporting role in building the healthy city. Last, shared-by-the-people model should be highlighted. Yichang advances the hierarchical medical system and Internet plus low-price shared medical service, which was pronounced recognition in the inspection by the State Council. Hierarchical medical system aims to realize the basic initial diagnosis, dual referral, acute and chronic treatment and upper-lower linkage, thus citizens can truly enjoy the benefits of the low-price shared medical service.” Wang Guobin said.
