Yichang Arranges the 3rd Agricultural Census

  The State Council and the provincial government held the 3rd national and provincial agricultural census teleconferences in due succession on December 1st. And then Yichang City followed suit and held a similar meeting, which means the city’s 3rd agricultural census work enters a critical phase. And the meeting was attended by Song Wenbao, a member of the Municipal Standing Committee and the executive vice mayor of Yichang.

  It is estimated that nearly 900 thousand farming households and ten thousand agriculture units need to be investigated and registered door to door in the city’s census. In addition, the great quantity of the agricultural production and operation units and scale households plus the over 710 census targets make the situation complex and the task heavy. Meanwhile, in the census, the exclusive use of handheld terminal equipment (PDA) to collect data, and the employment of unmanned aerial vehicles (UAV) to remotely sense crop sown area make the whole process of census data collection, submission and handling automatically and electronically and demanding. According to the city’s plan, such work as the household inventory and the advance tabulation data are to be completed in early December this year, and the house-to house registration is to start from January 1st next year and to be basically finished by January 20th.

  Song Wenbao stressed at the meeting that, it is necessary to promote our ideological understanding, to practically enhance our sense of responsibility in the census work and to carry it out urgently and perfectly in a pragmatic manner while holding the focal point of the work. And relevant training needs to be done so as to fully master the scientific survey methods and to ensure the quality of the census work from the source. The inventory should be conducted under the principle of “No repetition and missing out of any single census target, an accurate differentiation of scale agricultural business households and a mastery of the overall situation”. The house-to house registration is to be accomplished under the condition that “the data collected must be true, accurate and comprehensive without any misreports”. And it is also necessary for every local governments to do the publicization and mobilization work well by conducting a targeted promotion, to do further research by fully utilizing the census data, and to strengthen the organization and coordination to ensure the smooth progress of the work. Meanwhile, the local governments at all levels are the principal parts responsible, they need to practically strengthen their supervision. And the census must be carried out in accordance with law by enforcing the discipline without fraud and deception, and by ensuring target privacy. More manpower, materials and financial resources should be devoted to the census work. Last but not least, the working mechanism needs to be innovated by strengthening supervision and inspection to ensure a complete success of the census.
