From February 1st, 2017, Yichang will be phasing out the first generation of social security cards and the originally medical cards issued by public hospitals are out of use. The public hospitals and other medical institutions will fully use the citizen cards as health insurance identification and reimbursement vouchers. At that time, local residents holding public cards can complete the treatment and settlement, and immigrants are required to hold their identity cards; at the same time, citizens’ electronic health records can be established.

　　It is understood that the Yichang citizen cards (social security card and health card) are freely distributed by the municipal government to society (free deposit and no annual fee). The multi-functional intelligent cards are for individuals to deal with social affairs and enjoy social security, resident health and other public services. Yichang citizen cards have got eight application functions: social security personal identification, electronic health records, health insurance payments, hospital registration, hospital treatment, public transportation, financial IC and electronic cash payment (flash pay) and other functions will be gradually opened. At present, nearly 400 thousand cards have been applied by urban residents.
