Part of Imported Goods Implemented Self-reported Tax

  On December 13th, our reporter learned from the Yichang Customs that the General Administration of Customs released an announcement the other day, which said imported enterprises goods should implement the “self-assessment and self-tax” system, and Yichang Customs would officially launch the “self-reported” tax collection and management reform pilot of enterprises.
 
  According to the Yichang Customs, this “self-reported” tax collection and management reform pilot of enterprises plays a significant role in the reform of nationwide integrated operation of customs clearance of the General Administration of Customs. Through the reform, the enterprises will input their own import goods declaration data, confirm the taxes calculated by the taxable service tools of the customs pre-entry system and submit them to the customs, followed by volunteer tax payment procedures; after the cargo release, the customs will then spot check the elements of tax revenue.
 
  The "self-declaration, self-tax" reform of the pilot work will be put into practice in batches around the country step by step on the basis of different commodity sections. Since November 1st, 2016, the goods of Yichang import customs declaration which carried out the “self-declaration, self-tax” mainly include tin and its products, some base metals, cermets, base metal tools, etc. (goods from the Customs Tariff of Import & Export Commodities of PR chapter 80, 81 and 82). Since December 1st, 2016, the range of the reform pilot has been extended to import commodities such as machinery, electrical equipment, computers, instruments, etc., which are declared in the paperless way by the Customs at the Yangtze River Economic Zone with the import of customs ports at the Yangtze River Economic Zone (goods from the Customs Tariff of Import & Export Commodities of PR chapter 84, 85 and 90). Those involving pricing formulas, special cases and certificates or declarations of origin under preferential trade agreements which have not yet achieved electronic networking, are not included in the scope of the pilot temporarily.
 
  The implementation of this policy will be conducive to building a social credit system, reflecting the principle of "being honest and law-abiding give convenience while being dishonest and law-breaking result in punishment". It will also bring profits to Yichang local import enterprises, which can not only improve the autonomy of tax, but greatly improve the speed of customs clearance and reduce customs clearance costs. It is estimated that after the tax reform of the General Administration of Customs, one import customs declaration can spend less than 30 minutes at most from declaration to release, which took at least a few hours before implementing the reform.
