Yu Shaoliang said in his speech that Yichang, as a sub-central?city in Hubei and important hub in Yangtze River Economic Zone, plays a significant role in economic and social development of Hubei. In recent years, Yichang has developed rapidly under the leadership of Municipal Party Committee with Huang Chuping as the core. Yichang has achieved remarkable achievement in reforms in key areas, sped up the city modernization, improved the livelihood of people, enhanced the legal construction and promoted the discipline to comprehensively strengthen Party, realizing the good ending of the 12th Five-Year Plan and a good beginning of the next plan. Huang’s working period is exactly the important time for Yichang’s development. Hence, Huang Chuping, strict with himself and setting himself as example, keeps Party’s aim in mind and adheres to serving and working for the public. He unites and leads many Party members and cadres to keep up their realistic?and?innovative spirits and forge ahead, making great contribution to economic and social development of Yichang and improvement of Party building.

 

　　Yu Shaoliang said that with high?political?qualities and policy theoretical level, also a wide vision and a clear mind, Zhou Ji is experienced in leadership, stable and responsible, capable of overall control, reform and innovation. It’s Provincial Party Committee’s great trust for Zhou Ji to be adjunct as Municipal Party Secretary, which also shows the Provincial Party Committee’s attention and support for Yichang. This appointment will definitely give fresh impetus to Yichang’s development.

 

　　Yu Shaoliang also pointed out that the adjustment of main leaders in Provincial Party Committee is a big matter in political life. He wished that everyone would adhere to Provincial Party Committee’s spirit in terms of thought and action, follows its “five models” and fulfills his duties. He also hoped that everyone would support Zhou Ji’s work and Municipal Party Committee’s leadership to maintain a sound?momentum of development and create a new situation, making Provincial Party Committee rest assured and people satisfied. Yu emphasized that Party organizations?at all levels?and?Party members, especially leading cadres, should always adhere to the correct political orientation and firmly establish “Four Consciousness”, armed with the spirit in speeches of General Secretary Xi Jinping and led by his new ideas and policies of governing. Yu also stressed the priority of development for Yichang to reach a new stage. In addition, the people-centered idea can increase people’s happiness; discipline to comprehensively strengthen Party can make a good political environment.

 

　　Huang Chuping expressed wholehearted support of Provincial Party Committee’s adjustment. He said that the central and provincial committees’ arrangement of Zhou Ji to work in Yichang embodied their high attention to Yichang. He believed that, with Zhou Ji’s leading and everyone’s effort, Yichang would definitely reach a higher level and make a better future.

 

　　Huang also said: “I firmly support the central and provincial committees’ decision, which shows their trust on me, Yichang’s achievement and cadres as well. Looking back to the day and night I work in Yichang, I’d like to sincerely thank central and provincial committees for their deep concern, Ma Xuming and all colleagues for their support, and citizens for their efforts. During the past five years, under the leadership of provincial government, the Municipal Party Committee and I have united all departments and closely relied on citizens. We have implemented central and provincial committees’ decisions?and?arrangements, promoted the Five Development Concepts and the ‘Four-Pronged Comprehensive Strategy’ into practice. With spirits stabilized and difficulties conquered, we have adhered to ‘Four first-classes’ and the principles ‘led by concept, promoted by work and driven by innovation’, carrying out a series of creative work   We have therefore blazed a green development path featured with “ecology priority, city-industry integration, urban-rural integration and improvement shared by citizens”. Yichang now ranks No.55 in the top 100 cities and becomes one of the 10 most competitive central cities. In central China, it also ranks No.2 in peer cities, No.4 among cities along Yangtze River.”

 

　　“I’m sentimentally attached to the land of Yichang! And I sincerely wish and firmly believe that the future of Yichang will be better!” Huang Chuping said that at present the mage-city construction of Yichang has ushered in the best period in history owing to a good timing brought by accelerating development of Yangtze River economic zone construction and comprehensively deepening reform, excellent geographical conditions for leaping development provided  by the full support from Provincial Party Committee and Provincial Government ,and great and harmonious human relations fostered by the good political ecology of people of all levels in Yichang. Like all of you, I have full confidence and expectations for the development of Yichang. Though I have left the office here, I still miss this land. Therefore, whenever and wherever I am, I will be deeply concerned about its construction and support its development. Meanwhile, it’s an unshakable duty for me to do my utmost to help push forward its development and bring benefits to Yichang people.”

 

　　Zhou Ji said, this personnel adjustment of main leaders of Yichang Municipal Party Committee was deliberatively determined by Provincial Party Committee from the perspective of overall provincial work, so he resolutely supported it. Since the 18th CPC National Congress, under the firm leadership of CPC Central Committee with Comrade Xi Jinping as the core, and specific arrangement of Provincial Party Committee and Provincial Government of Hubei, Yichang Municipal Committee, with Comrade Huang Chuping as the nuclear one, have united and led all the people in Yichang to resolve many conflicts and solve many problems left over by history, and gained tremendous achievements for advancing economic and social development and improving people’s wellbeing. We must treasure care and attention from Provincial Party Committee and Provincial Government of Hubei to Yichang, cherish the achievements and experience gained by all the people in Yichang led by all previous Yichang Municipal Party Committees, cherish hard-earned political ecology, social ecology and natural ecology, and take advantages of rare opportunity of great strategy. What’s more, we should emancipate the mind, reform and innovate, be down-to-earth and practical as well as strongly impel all the undertakings to make great progress in Yichang step by step. To be the Secretary of Yichang Municipal Party Committee after Comrade Huang Chuping, Zhou Ji said he would fulfill his duties, be diligent and work hard, and strive to do the following points during the future work:

 

　　Firstly, endeavors should be made to hold unswervingly political direction, entrench awareness of politics, overall situation, core interest and learning from the CPC Central Committee, adhere to confidence in the nation's path, theory, system and culture, unswervingly maintain a high degree of consistency with the CPC Central Committee, with Comrade Xi Jinping as its core, in ideology, politics and actions, keep absolute loyalty to the CPC all the time, firmly protect and safeguard the authority as well as centralized and unified leadership of the CPC Central Committee. Moreover, he will always keep up with the CPC Central Committee, including its theories, paths, guidelines, policies, decisions and arrangements, as well as resolutely follow its initiatives, carry out its decisions and never do anything that it has been prohibited.

 

　　Secondly, efforts should be made to keep deepening reform and renovation, emancipate the minds, forge ahead in spite of difficulties and actively involving in national strategies, based on five development concepts, like the “Belt and Road Initiative” and the construction of the Yangtze River economic zone. And he will pay much attention to the Yangtze River ecological protection with reform and innovation, continually deepen and specify the construction of the Three Gorges economic cooperation zone and Yichang area of Hubei free trade zone. Furthermore, he will spare no efforts to push forward supply-side structural reform, constantly deepening reform of decentralization, supervision and public service, solidly advancing mode transfer, structure adjustment, risks prevention, people's livelihood improvement and stability maintenance so as to ensure the economic and social development become better and stronger.

 

　　Thirdly, unswervingly propel green development. The implementation of great ecological rehabilitation and protection project will be taken as the priority option for pushing forward the construction of Yangtze River economic zone. Meanwhile, efforts will be made to insist on “co-work for great protection, no large-scale development permitted”, combine fast thinking with slow thinking and addition with subtraction. All the activities must be permitted under the premise of no harm to the environment so as to achieve the harmony between environment and economy.

 

　　Fourth, Efforts should be put to unswervingly practice the purpose of serving people, and consciously practice the development concept of taking people as the center, keeping in mind that the development is for the people, by the people, and the development fruits should be shared by the people, enhancing the people's sense of gain continuously. It’s of great importance for us to love people, be close to people move, and benefit people as much as we can, in addition, a continuous effort must be made to promote targeted poverty alleviation, implement livelihood projects, improve public services, and ensure public safety, production safety, and social stability, trying to make people's life more happy and healthy.

 

　　Fifth, it is necessary for us to unswervingly promote an all-out effort for enforcing strict party disciplines, to further deeply study and practice the gist of party in the sixth Plenary Session of the 18th CPC Central Committee, to strictly observe party's political discipline and political rules, to persist in putting the disciplines and rules in the advance position, to resolutely struggle with the act violating party’s disciplines, to shoulder the main and first responsibility of enforcing strict party discipline, to through carry out the learning education of "Two Learn and One Become" ( to learn party constitutions, party rules, and series speeches, and to become a qualified party member), and to grasp party's ideological construction, political construction, organization construction, style construction, system construction and discipline construction.

 

　　Sixth, it is a must to firmly lead to build an incorrupt and self-discipline government, to make a good example for subordinates, to seriously implement the eight provisions of the Communist Party of China (CPC), to conscientiously fulfill One Post and Double Duties, and to severely punish those harmful to the interests of party and people without tolerance and mercy. It is also important to fulfill the duty and the high moral bottom line of incorrupt government, to obey disciplines and regulations, to hold a self-discipline attitude while using rights, and to regulate the family, relatives, and surrounding staff strictly. There is no way for anyone to do personal affairs or seek self-interests in the name of Zhou Ji or his relatives in Yichang. If it happens, it will be under  meticulous investigation and serious punishment. Zhou therefore sincerely hopes everyone can supervise him strictly.

 

　　Ma Xuming, the Deputy Secretary of Municipal Committee and mayor, said that during Yichang’s key period of thoroughly implementing party’s gist of the sixth Plenary Session of the 18th CPC Central Committee and determining the victory overall well-off society, Provincial Party Committee appointed Zhou Ji as secretary of Yichang Municipal Party Committee, fully showing Provincial Party Committee’s great concern on Yichang’s development, affectionate love for Yichang’s cadres and the masses, and high attention to the construction of Yichang’s leadership. He also said that Zhou Ji was endowed with rich experience in management, and was familiar with party affairs and economic work. With strong  macro control ability, organization and leadership capacity, pioneering and innovative spirit, Zhou Ji, a new leader worthy of our respect and learning, would lead us to achieve greater and newer achievement in the progress of “Two First and Two Enter" ( namely, to be the first to build a moderately prosperous society, to achieve targeted poverty alleviation;  enter the forefront among the Midwest cities and the city along the Yangtze River, enter the city's top 50 in China with comprehensive strength) .

 

　　Ma Xuming said, we should sincerely thank the previous Party Secretary Huang Chuping for his  5 years work in Yichang, spending the good time of his life with Yichang people for the sake of making great contributions to Yichang’s development. As the deputy secretary and the mayor of Yichang, Ma Xuming will firmly be in support of and obey the decision of the Provincial Party Committee, and express his sincere congratulations on comrade Zhou Ji’s being appointed as the secretary of Yichang municipal party. He will inherit and carry forward the good working style, good traditions developed by Huang Chuping together with all the party members and cadres of Yichang City, under the leadership of the municipal Party committee headed by new Secretary Zhou Ji, we will strengthen the "Four Consciousness", resolutely drive our thinking and action to the important decisions by the Provincial Party Committee, including focusing on the politics and the overall situation, abiding by the rules and actively cooperating so as to fully support the work of Comrade Zhou Ji, consciously safeguard the prestige of the Municipal Party Committee, obey the leadership of Comrade Zhou Ji,  maintain the unity of several working teams, fulfill our duties as always.
