Are you the person who has been subjected to execution of the court?  And are you still going to be the deadbeat? The People’s Court will take stringent precautions in response to the deadbeats’ behaviors. Those deadbeats who turn down fulfilling the courts’ decisions will be listed on the blacklist before Feb 28, 2017. The number of deadbeats who take initiative actions to settle their lawsuit reached 8,350. 
The reporter is informed from Yichang Intermediate People’s Court that joint punishment mechanism is aimed at the dishonest, commonly known as deadbeats by the supreme court, who are subjected to execution. The joint punishment net was formed with the cooperation of  multi-sectors, multi-industries, multi-fields and multi-measures based on the restrictions on deadbeats’ embarkation of plane and high-speed rail, loan, company registration, biding and tendering and government procurement , which has brought about  good legal and social effects.  　
with the rate of 71%, ranking the fist place of Hubei Province. The three-dimension platform has been formed through using the information platforms including the television, broadcast, newspapers, magazines  and large electronic screens of the city center  to announce the information and typical cases of those deadbeats irregularly. In 2016, 8,350 dishonest deadbeats, who automatically performed and concluded the reconciliation agreement under the pressure of credit punishment, were removed from the list.
In 2016, the courts of Yichang city has stepped further on execution escapism and execution resistance. The deterrent force of the implementation were promoted through taking fine measures on nine deadbeats of nine cases, taking detention measures on 189 person who were subjected to enforcement of 187 cases, giving criminal sanctions on 26 deadbeats who refused to perform the legally effective judgment of the people’s court , sentencing 4 people to criminal detention and imprisonment. 
It is difficult for one to move a single step if he has been dishonest once.
The difficulty in execution was one of the biggest headaches of the grass-root courts of Yichang although the courts have made huge progress in breaking the deadlock of execution difficulties.
In order to ensure the legitimate rights and interests of people, the Hubei Provincial High Court issued a notice: the nature person; legal person and the people who are subjected to enforcement of other organizations with defined obligations should take initiative actions to fulfill obligations before Feb 28, 2017. People who are subjected to enforcement should accept and cooperate with the compulsory execution of the people’s courts. Any evasion, obstruction and resistance should not arise in the enforcement of people's courts.
According to the announcement, cases will be closed once the people who are subjected to enforcement fulfilling their obligations. And information of the relative executive cases will be shielded according to the established procedure as well. However, the name of habitual-deadbeats will be on the blacklist if they refuse to fulfill their obligations.
The people’s court , together with the department of Public Security, Industry and Commerce , Banks, Real Estates, Aviations, Railways , will implement  jointly credit punishment to impose restriction or prohibition on the non- consumption of living and working of the people who are subjected to enforcement. That is , loaning, investment, credit card applying, departures and embarkation of plane , soft sleeper train, all seats of G-prefix EMU and first-class seats of other high-speed trains, the staying and consumption in star hotels are not open to those dishonest until their obligations  have been fulfilled.
Besides, compulsory measures like fine and detention will be taken by the people’s court if those who are subjected to enforcement evading, obstructing and resisting the execution of the people’s court. The deadbeats, suspected to obstruct the official obligations and unsatisfied the judgment, will be given criminal sanctions by jointly work of the people’s court, the Public Security and the Investigation and Prosecuting Apparatus.  The deadbeats who refuse to pay the salary of the migrant workers should hold responsibility for the criminal sanctions relating to crime of refusing to pay labor remuneration.
