Esteemed Deputies,
On behalf of the fifth People’s Government of Yichang, I will now report to you on the work of the government for your deliberation and approval. I invite comments on my report from the members of the Yichang Municipal Committee of the Chinese People's Political Consultative Conference(CPPCC)and all the deputies in attendance.
Let me start with a review of the work we did in 2016 and the past five years.
The five-year tenure of the present governmenthas witnessed stern challenges we encountered, severe tests we stood and remarkableachievements we made. Under the leadership of Hubei provincial Party committee, the provincial government and Yichang municipal Party committee, we implementedthe guiding principles of the 18thNational Congress of the CPC and the third, fourth, fifth and sixth plenary sessions of the 18thCPC Central Committee, put into practice the guiding principles from General Secretary Xi Jinping's major policy addressesand went all out to maintain stable growth, promote reform, make structural adjustments, improve the people's well-being and guard against risks. As a result, we have fulfilled major tasks set by the previous sessions of the fifth Municipal People’s Congress, achieved the successfulending of the12th Five-Year Plan and made the good start of the 13th Five-Year Plan, laying a solid foundation for building a moderately prosperous society in all respects.
Over the past five years, we have strived to develop economy and the comprehensive strength has been greatly enhanced. The GDP reached 370.94 billion yuan, 1.7 times that of 2011; Thetotal economic production leaped to the fifty-fifth among the national top 100 cities and ranked the second place among cities at the same level in central China. The local public budget revenuereached 30.004 billion yuan, 2.6 times that of 2011. The fixed-asset investmentreached 319.12 billion yuan, 2.7 times that of 2011. The total retail sales of consumer goodsreached 124.03 billion yuan, twice that of 2011. The per capita disposable income of urban and rural residentsreached 29,735yuan and 14,057yuan respectively, 1.8 times and twice those of 2011. The average annual growth rate of major economic indicatorsexceeded the average in the nation and the province. Yidu entered the top 100counties in economic strengthin the country, and Yidu, Yiling, Zhijiang and Dangyang stayed ahead in the county-level economic classification assessmentof Hubei province.
Over the past five years, we have worked to develop industries and made structural adjustments, significantly acceleratingthe pace of transformation. The proportion of the three-industrystructurewas changed from 11.2: 60.6: 28.2to 10.8: 57.2: 32. The added value of high-tech industryreached 66.62 billion yuan, accounting for 18% of the GDP, an increase of 8.4% compared with 2011. The gross industrial output valueamounted to 622.18 billion yuan, twice that of 2011. Food and beverageindustry, advanced equipment manufacturing, fine chemical industry, modern logisticsand cultural tourismbecame Billion industries. Market entities came up to 300,000, 1.9 times that of 2011. A net increase of national high-tech enterprises reached 240, totaling380. A net increase of scale industrial enterprises got to 672, totaling 1,537. A net increase of enterpriseswith over 100 million yuan output value reached 418, totaling 885. Amongthem, 9 enterprises achieved the output value of over 10 billion yuan, 3 of them entered China’s top 500 enterprises and 4 of them was listed in China’s top 500 private enterprises. With 4 national 5A level scenic spots, Yichang became one of themajor tourist cities in the country. The deposit balance of financial institutionsexceeded 310 billion yuan and the balance of loans exceeded 230 billion yuan, 1.8 times and twice those of 2011 respectively. 31 new financial institutions, 3 new listed companies and 20 listed companies in the new over-the-counter market emerged. Thetotal output value of agriculturehit 68.7 billion yuan, with theoutput proportion of the six characteristic industries exceeding 84%. The comprehensiveoutput of citrus fruit, tea, vegetable, stock raising and aquicultureexceeded 10 billion yuan. The output value of agricultural product processing came up to 225.07 billion yuan, the ratio of which to the total output value of agriculture was 3.2: 1.
Over the past five years, we have made overallplans and attached equal importance to construction and management so that urban and rural appearances have been greatly improved. The central urban built-up areaexpanded up to 190 km2. The construction of Zhixi Yangtze River Bridge, Dongshan Avenue BRT systemand Xiazhou Avenue was completed and open to traffic;urban expressway networksrealized the inner ring closure. Yichang Planning Exhibition Hallfinished its constructionand was open to the public. A series of large-scale public construction projects such as the New MunicipalMuseum and Olympic Sports Center were under rapid construction. By far, the framework of new Yichang has been completed. We carried out 900 projects of comprehensive renovation of existing buildingsand undergone 3,560,000 m2 of green constructions and 25,700,000 m2 of energy-saving constructions, winning 6 consecutive Chutian Cup prizes on urban and rural planning and construction managementof Hubei province. The urbanizationrate of city resident populationwas estimated to reach 58.3%, an increase of 11.3% comparedwith 2011. Express highways from Yichang to Baokang, to Badong and to Yueyang finished theirconstruction and were open to traffic. Projects of extending highways, national roads to every county, extending provincial roads to every town and extending buses to every village were completed. High-speed rail from Wuhan to Yichang went into operation. The Three Gorges Hub Port promoted its function with an annual throughputof over 80 million tons. The annual throughput of passengers at Sanxia Airport reached over 1.5 million. Becauseof these, Yichang won the World Sustainable Transport Award. Both urbanand rural areas realized fullcoverage of grid management, public places in urban area realized full coverage of free WiFi and optical fiberwas extended to every village. The hedge relocationproject of Wufeng county came to an end. The pilot demonstration of balanced urban-ruraldevelopment has been upgraded with 21 towns ascending the national and provincial key towns and 102 villages being built into livablevillages at the provincial level. 930,000 mu of high standard basic farmlandwas built up.
Over the past five years, we have made great efforts to try and pilot, reform and innovate so that the internal growth momentumhas been conspicuouslystrengthened. We improved the management system mechanismof Yichang new and high-tech industrial development zoneand established new developmentplatforms such as Yichang new district, Three Gorges new tourism district, Three Gorges Hub Portand Sanxia Airport economic zone, etc. We learned from Shanghai Pilot Free Trade Zoneand carried out notable reforms in the fields of administrative approval andmarket access. We made new progress in cutting down overcapacity, destocking and deleveraging, reducing corporate costs and shoring up weak spots.We fulfilled the task,which was assignedby the province, of cutting down coal production capacitytwo years in advance; we cut the commercial housing inventoryfurther, dealt with and resolved a number of enterprise risksin accordance with the law, made the non-performing loan ratioof financial institutions fall to 2.02% and reduced 10.3-billion corporate costs. We deepened the reform of investment and financing system, set up four major municipal investment finance companies, established industry leading equityinvestment, green development investmentand urban construction fund. Seven projects were on the list of PPP demonstration programs of the Ministry of Finance and Hubei province and we achieved $550 million loans from international finance institutions. Reforms of real estate registration, rural comprehensive property and rural financial innovationwere smoothly propelled. The workof rural land rights registrationandcertification was finished and the rural power management systemwas straightened out.Progress was made in replacingthe business tax with a value-added tax, classifying public institutions and the reform of county public hospitals. 25 national pilot demonstration programs like building an innovative city and a quality city were being speeded up. We were awarded titles of “National Property Rights Demonstration City”and “National Innovation-Driven Demonstration City”. We had 118 scientific and technological innovation platforms above the provincial level, 15 experts working for the national “1,000 Talents Plan”and the provincial “100 Talents Plan”. Our invention patent ownership got up to 4.7 per 10,000 people. We had 56 Famous Trademarks of China, 36 Geographical Trademarks of China, 4 Brand-name Productsof China, 5 Yangtze Quality Awards and nominations. The Three Gorges Bonded Logistics Centeroperated smoothlyin closure. Our foreign exportreached $2.33 billion, 2.4 times that of 2011; our foreign investment reached $0.39 billion, 1.8 times that of 2011. The actual investment funds in placetotaled 578.3 billion yuan in the past five years. A series of major projects including Nanbo PhotoelectricGlass, Huike Electronics, Lingyun Aircraft maintenance were all built up and put into operation; other major projects including HNA NavigationIndustrial Parkand Kyland Technology settled in Yichang successively,pushing up their strategic cooperation with central-and-provincial-governmental enterprises. Based on the “go-global”strategy, 48 enterprises like AngelYeast Group made their way abroad for development. We rendered full support to the operation of the Three Gorges Project with partner assistancefunding amounting to 53.7 billion yuan.
Over the past five years, we have stuck to the bottom line and led the way to make distinct progress in ecological construction. As we stressed the principle of green development, drew up and carried out general environmental planning, worked out “Regulations of Urban Green Space Conservation” and established responsibilities for ecological and environmental protection, we were listed in National First Demonstration Areas of Ecological Civilization Construction. The urban air quality improved gradually due to the shutdown of 8 coal-fired power generator sets, 335 coal-fired boilers and 51 brick kilns, the ban of firecrackers and the wipeout of vehicles that did not meet exhaust emission standards. “River chief” mechanism was fully implemented. Cage aquaculture in the Three Gorges Reservoir was shut down and the same work was accelerated in Qingjiang Reservoir. 150 illegal wharves along the trunk and branches of Yangtze River were banned and 143 environmental-damaging wharves were shut down. We brought soil erosion on 332.8 km2 of land under control, completed 33 projects of harnessing small and medium-sized rivers and speeded up the treatment of polluted water in urban areas. As a result, we cut the energy consumption, land and water use per unit GDP by 17%、30% and 33% respectively, over-fulfilling the task of conserving energy and reducing emissions assigned by the provincial government; hence, we were awarded the tile of “National Model City of Economical and Intensive Land Use”. The urban per capita green area got to 14.33 m2; ecological landscape framework of “Six Rivers and Eight Parks”* took shape. 798 municipal ecological villages were built up and the city forest coverage rate reached 65.7%, facilitating Yichang to win the title of “National Forest City”.
five years, we have ensuredpeople’s livelihood and promoted harmony, enhancing the well-being of thepeopleto a large extent. Livelihood expenditurestook up over 70% of the total local public fiscal budget, an average annual increaseof 23.6%. 320,000 people were lifted out of poverty, 8,015 households with 19,000 people were relocated to alleviate poverty and 120,000 people were shaken off poverty due to the government financial-aid policies. Totally, 570,000 jobs were created in urban areas and 470,000 rural labors were transferred for employment with the unemployment rate controlled below 3.03%in urban areas. 4.1 million peopleenjoyed the five insurances, among which life and medical insurances were extend to full coverage. Social relief and aid were improved steadily and Yichang was listed in the national “Top 100 Charity Cities”for two successive years. 237,000 government-subsidized housing unitswere built, among which 149,000 were rebuilt in shanty areas and more than 60,000 dilapidated houses in rural areas were rebuilt. The problem of drinking water safety was resolved for 2.2 million people in rural areas. The national pilot “Model City of Food Safety”passed the interim evaluation and the work safety proceeded with progress. Based on the people-oriented grid management, information management and whole-ranged serviceand care, the innovative social management model, together with grid managementof drug takers, was promoted in the country. People’s safetysense and public security satisfactionhave stayed ahead for five successive years in Hubei province and Yichang has been honored the national “Chang’an Cup”for comprehensive social governance and management.
Striving for cultural and ideological progress guided by the core socialist values, Yichang was not only honoredthetitle of “National Civilized City”for two consecutive years but also selected in the third National Demonstration Areas of Public Cultural Service. Yichang was entitled “City of Poetry”and “City of Piano”in China; meanwhile, two of its works were awarded the “Best Works Award”. National fitness programwas carried out vigorously and competitive sports were developed continuously. Gross preschoolenrollment rate rose to 90%, balanced development of compulsoryeducation in model counties was achieved and high schooleducation also gained its overallpopularity. China Three Gorges University was listed in key universities with its school quality entering the top 200 in China; in the meantime, the school qualityof Hubei Three Gorges Polytechnic improved considerably. Three new campuses of Yichang No. 1 Middle School, Yiling HighSchool and Yichang Party Institute of CPC were built up and some major projects such as Yichang Youth Practice Training Base, Women and Children Activity Centerand university for the agedwere undergoing faster development.The Family Planning policy was fully implemented, the health care system in urban and rural areas was constantly improved and the “Internet Plus hierarchical medical service”was commended by the State Council. Yichang was awarded the title of “National Hygienic City”for three consecutive years. The average life expectancy of Yichang people reached 77.72 years and the city was listed in the first pilot “National Health Cities”.
National defense mobilizationwas strengthened, militia and the reserveswere under construction, and Yichang was awarded the title of “National Model City of Mutual Support Between Civilians and the Armed Forces”for six consecutive years. We made new achievements in the fields of radioand television broadcasting, press publication, immigration, commodity price, food, supply and marketing, statistics, auditing, work regarding Taiwan, foreign affairs, overseas Chineseaffairs, Hong Kong and Macau affairs, ethnic groups, religions, socialsciences, confidentiality, petition work, archives work,local topography, popular science, women, children, aiding Tibet and Xinjiang autonomous regions. New progress was also made in the fields of meteorology, protectionagainst and mitigation ofearthquake disasters, civil air defense, programs for the elderlyand the disabled.
Over the past five years, we have transformed government functions, strengthenedour service and reinforced our own construction. In line with the CPC Central Committee's eight-point decision on improving Party and government conduct, we fulfilled the responsibility to strengthen Party disciplinein an all-round way, practiced and carried out the studies on theCPC"mass line", the “Three Stricts and Three Honests”* and the theoretical and practical issues of party building. Keeping disciplinesand rules at the forefront of our minds, we achieved improvement in Party conduct and government integrity. In addition, we moved forward local legislation work, deepened comprehensive law enforcement systemreform, actively promotedthe legal consultation system for governmentand the system of administrative organ heads responding tothe court and accelerated the construction of a law-based government. The work of the sixth five-year plan for increasing public knowledge of the lawwas accomplished. We faithfully executed resolutions and decisions made by the Municipal People’s Congress and its Standing Committee, subjectedourselves willingly to the legal and work oversight of the Municipal People’s Congress and its Standing Committee, the democratic oversight of the Municipal CPPCC committee, public oversight, and public opinion-based oversight. We dealt with and replied 1,059 proposals and suggestions from deputies to the people’s congress, 2,707 proposals and suggestions frommembers of the Municipal CPPCC. We intensified reform to streamline administration, delegate more powers, improve regulation, and provide better services; establishedpower and responsibility list system in the municipal government so as to accelerate government function transformation and promote the administrative effectiveness.
In the past 2016, we faithfully practiced the Five Development Concepts(innovation, coordination, green development, opening up, and sharing), actively carried out the supply-sidestructural reform and responded in a scientific way to the catastrophic flood damageand downward pressure on the economyso that economic and social developmentachieved progress with stability and then turned even better. Last year, the GDP increased 8.8%, the industrial added value rose 10.2%, the fixed-asset investment grew 18.8, the total retail sales of consumer goodsboosted 13.8% and the personal per capita disposable incomeadded 9% and 8.2% in urban and rural areas respectively. A group of major projects like Three Gorges Ecological Economic Cooperation Zone, Three Gorges comprehensive transportation system and Hubei Pilot Free Trade Zone(Yichang zone) have been promoted to national strategies. Another group of major projects like Hohhot-Nanning High-speed Rail (Yichang section) and Zhengzhou-Wanzhou High-speed Rail link have entered the construction planning of our country. Yichang pilot treatment of the Three Gorges ecology achieved new progress and Yichang experience of post-quake restorationand reconstruction, targeted poverty alleviation and social assistance was promoted in Hubei province.
Esteemed Deputies,Over the past five years, we have stood together through storm and stress and advanced together hand in hand, showing our hard work and outstanding performance in the new normal. We owe all the achievementsto the firm leadershipand deep concern of the central and provincial governments, the sound overall decisionsmade by the municipal CPC committee, effective oversight and tremendous supportfrom the Municipal People’s Congress and CPPCC, the joint efforts made between the people and us to overcome difficulties. Today, on behalf of Yichang municipal government, Iwish to express our sincere gratitude with great respect to the deputies of the People’s Congress, to the members of CPPCC, to our people, officials and retired veterans, to peoplefrom all the other partiesand the federation of industry and commerce, non-party personages, public figures from all sectors of society and organizations, to the stationedtroops and central-and-provincial institutionsin Yichang, to all the friends home and abroad supporting the reform and development of Yichang.
However, we have been also keenly aware that the comprehensivestrength of Yichang is not strong enough, the quality of development needs to be improved and thefacilitating role Yichang plays in its surrounding areas should be further strengthened. A large gap still exists between Yichang and developed cities along the Yangtze River and coastal areas. Our real economy still faces many problems and there are lacks of dynamism in private investmentand major high-tech projectswith driving force. Other problemsliein the difficulties in transformationaldevelopment, not-optimized economic structure, innovation insufficiency, a slow pace of replacing old growth drivers with new ones, underdevelopment of open economy; generally, there is a long way to go for economic transformationand upgrading. Green development encounters many challenges, ecological construction, environment conservation and pollution treatment do not meet the central government’s demand and the people’s expectation, control of environmentalproblems needs to be further strengthened. The situation remains grave when it comes towork safetysince weak links still exist there. In addition, the improvement of people’s well-being does not live up to the people’s expectation;basic public service faces the problems of insufficient quantity andquality with unbalanced allocation. There is still a large population suffering poverty and we face arduoustasks of poverty reduction and unbalancedurban-ruraldevelopment. Difficulties in the reforms of system and mechanism need to be overcome; a small number of government employees either do not or are unable and slow to fulfill their dutiesand corruption takes places occasionally in some areas and places. Therefore, by highlighting the problems, focusing on our work emphasis and working on the details, we will do our utmost to take effective measures to deliver a strong performance in our work and never fail to live up to the great expectation and trust the people have placed in us.
Esteemed Deputies,Let me now brief you on the suggestions on our work in the next five years.
Next five years will be the decisive stage to witness Yichang to be thefirst to finish building a moderately prosperous society in all respects. Yichang is located in the Yangtze River Economic Zone as well as the city clusters along the middle reaches of the Yangtze Riverwith many strategic opportunities including the “Rise of central China”, the Three Gorgescontinuingplanning and the “one-fulcrum-with-multilayers”concept. Besides, the city possesses favorable opening-up advantages of solid industrial foundation and broad development space for transformation. As long as we adapt to the economic development in thenew normal, maintain our strategic focus, give top priority to development, ensure reform and innovation to be the fundamental drive, make people’s well-being and happiness to be our unremitting pursuit and work together as one in a practical attitude to tackle the tough, we will, without question, be able to upgrade the development of Yichang and achieve new leaps and glories.
According to the arrangement of the sixth municipal Party Congress, we will do the following in the next five years:
— completely implement the guiding principles of the 18th National Party Congress and the third, fourth, fifth and sixth plenary sessions of the 18th CPC Central Committee and put into practice the guiding principles from General Secretary Xi Jinping's major policy addresses;
— work in accordance with the overall plan for promoting all-round economic, political, cultural, social, and ecological progress and the “Four Comprehensive Strategic Blueprint”*;
—faithfully practice the Five Development Concepts (innovation, coordination, green development, opening up, and sharing);
— carry out common protection and never engage in large development;
— push ahead with the green development and promote transformation and leaps to accelerate the construction of provincial sub-center city, China’s regional center city and world tourism city of hydropower with stronger comprehensive strength;
— build Yichang into a lovely place for living, working, traveling and preserving people’s health;
— ensure the city to be the first to alleviate poverty and the first to finish building a moderately prosperous society in all respects in Hubei province with its comprehensive strength not only staying ahead in cities at the same level along the Yangtze River and in the Midwest of China but also entering the top 50 in the country;
— Accelerate the construction of a strong, large, outstanding and beautiful modern metropolis to open up a new chapter of building a moderately prosperous society in all respects.
The main targets for economic and social development in the next five yearsare as follows:
—The average annual GDP grows8.5%approximately;
—The average annual fixed-asset investmentgrows 16% approximately;
—The average annual total retail sales of consumer goodsincreases 12% approximately;
—The average annual foreign exportincreases 5% approximately;
—The increase of urban and rural residents’income basically keeps pace with the economic growth.
Our work plans in the next five years are as follows:
First, we must push ahead with innovative development with unwavering resolve. By implementing the innovation-driven development strategy, we should acceleratethe construction of a National Innovative City, a National IntellectualProperty Rights City and an Innovation and EntrepreneurshipModel City. We should establish innovation encouragement mechanism to make Yichang's investment in research and development exceed2.5% of GDPand double the number of research staff in every 10,000 workers and the number of patent of invention owner in every 10,000 people. We should carry out the sustainable developmentstrategy with high quality to build Yichang into a National High-Quality Model City. We will work to develop new technologies, new industries, new business forms and new models, move more quickly to replace the old drivers of growth with new onesand promote industries to reach themiddle and high-end levels. We will develop and expand the Billion industries including advanced equipment manufacturing, new material, biological medicine, new information technology, energy conservation, environmentalprotection and new energy, food and beverage, fine chemical industry, architecture, cultural tourism andmodern logistics; besides, we will foster new industries of civil aeronauticsand space, health and the elderly care, etc. while making the real economy solider, stronger, larger and better. We will work hard to realize that the average annual increase of high-tech industry and modern service take up more than 1% of the GDP.
Secondly, we must push ahead with coordinated development with unwavering resolve. We must promote the coordinated development between regions, urban and rural areas, material and spiritual civilizationsand military-civilian integration. We will implement the overall urban and rural planning and improve the urban system of “One City, Six Counties and Multi-towns”*, thus achieving the coordinated development between large, small and medium-sized cities and small towns based on the new pattern. We will promote the integrationand development of Yichang and its industries in Yichang high-tech industrial development zone, Yichang new district, Three Gorges Hub Port, Three Gorges new tourism district and Sanxia Airport economic zone. We will push ahead with the urbanization centered on the people, striving for the 7% growth rate of permanent urban residentsand 8.5% growth rate of the registration ofpermanent urban residents. With the mode of“two wheel drive”, we will achieve the coordinated development of urban economy and rural economy. In the meantime, coordinated development should be promoted in urban-rural spatial planning, infrastructureconstruction, exploration of industrial parks and zones, economic structure upgrading and social causes. Guided by the socialist core values, we shouldtake the cultural advantages of “City of Poetry”, “City of Piano”and “City of Reading”to build a “National Civilized City Cluster”and improve the system and mechanism ofmilitary-civilian integrated development to build an important industrial base characterized by military-civilian integration.
Third, we must push ahead with green development with unwavering resolve. Adheringto the basic state policy of resource reservation and environmental protection, we must stress thecognition that lucid waters and lush mountains are invaluable assets to overwhelmingly restore the ecological environmentof theYangtze River and set out on a civilized road of industrial development, rich life and friendly ecological environment. We must implement the major functional zoning planto make the work space intensive and efficient, the living space livable and moderate and the ecological space beautiful and sound. We must carry out the environmentalprotection rigorouslyand take serious action to prevent and control air, water, and soil pollutionto promote green, low-carbon and circulardevelopment. We need to build Yichang into a green city and a "Sponge City", develop green constructions, rebuild shanty areas and rectify the city to create a Model of National Smart City. We will improve thesystem and mechanism of green development, reform the performance appraisal system of ecological and environmentalprotection and implement natural resourceand asset auditing on officials leaving off theirposts. By upholding the principleof ecological civilization, we must form themodes of green development and green life and step up the construction of National Ecological Civilization Pilot City and National Green Development Model City, strivingfor more green welfare for the people.
Fourth, we must push ahead with opening-up and development with unwavering resolve. With the further implementation of opening-up-oriented strategy, we must promote the open economy in an all-round way, improve the two-way opening system and mechanism with quality and continue to optimize the environment of opening-up and development with a view to building the city into a moredynamic and competitive opening highland in China’s mainland. We must create a new reform and opening-up engine through promoting the construction of Three Gorges Ecological Economic Cooperation Zone, Three Gorges comprehensive transportation system, Hubei Pilot Free Trade Zone(Yichang zone), new international logistics channel from Yichang to Xinjiang and to the Europe and Yichang comprehensive bonded area. We must create an important regional comprehensivetransportation hub in the country through developing customs clearanceconstruction, improving airport and water port functions and promoting multi-level transportationof railway, water, road, air and tube. By improving the coordinated mechanism of “Bring in”and “Going out”, we must strengthen the regional cooperation with the Yangtze River Delta, Beijing, Tianjinand Hebei, the PearlRiver Delta, Chengduand Chongqing city clusters and partner assistanceprovinces and cities with Yichang. In addition, we must deepen thestrategic cooperation with central-and-provincial-governmental enterprises, research institutions and universities to promote connectivity of capitals, technologies and talents for mutual benefits.
Fifth, we must push ahead with shared development with unwavering resolve. We must hold the people-centeredprinciple and give top priority to the solution to problems that the people are concerned about so as to increase their sense of achievement. We must win the tough battleagainst poverty, making sure of the elimination of poverty-stricken people, poverty-stricken counties and poverty-stricken villages. We will develop social causes in an all-round way, improve the social security system, present the people with moreadequate and equitablebasic public services and promote social justice to ensure that Yichang people will step forward into a moderately prosperous society in all respects. We will establish a regional health care center and build Yichang into a National Health City. Meanwhile, we will establish a state-levelpilot area of health and the elderly careand “City Cluster of Food Safety”based on the national Model City of Food Safety. While firmly holding the principle of safety development, we should promote the overall quality of work safety to make sure of the people’s well-being and happiness. We will establish a social governance framework developed and shared by all the people to promote the governing capacity and quality and make thesociety full of vitality, stabilityand harmony.
I now want to discuss the major areas of our work for 2017.
This is a crucial year in carrying out the 13th Five-Year Plan and deepening the supply-side structural reform, so it is significant to get off toa good start in fulfilling the work of the new government. The main expected economic and socialdevelopmenttargets are as follows:
— GDP growth ofaround 8.5%;
— Increase of scale industrial added valuekept around 9.5%;
— fixed-asset investmentgrowth of around 16%;
— Increase of total retail sales of consumer goodsmaintained around 12.5%;
— Total foreign export growth of around 4%;
— The increase of urban and rural residents’income basically keeps pace with the economic growth;
— Urban-rural registered unemployment rate below 4%;
— Fulfilling the work of energy conservation and emission reductionassignedby the provincial government;
By doing all the workabove, we will promote the stable and sound economic developmentas well as social stability and harmony. With all those outstanding achievements, we will welcome the successful opening of the 19th National Congress of the Communist Party of China.
To achieve the targets above, we will follow the general principle of making progress while working to keep performance stable, center on the promotion of quality and benefit, take the main line of deepening the supply-side structural reform and give priority to the work in the following six respects:
I. Deepening the reform and opening-up, carrying out innovation-driven development and creating new advantages for leapfrog development
Intensified efforts will be made tocarry outreform. Based on the work to streamline administration, delegate more powers, improve regulation, and provide better services, we will further cutthe requirement of government review for matters, strengthen operational and post-operational oversight over businesses, overhaul and regulate procedures of governmentapproval and intermediary servicesand increase theefficiency of administrative approvals. The five certificates required for enterprise registration, namely, a business license, organization code certificate, taxation registration certificate, social security registration certificateand statisticsregistration certificate, will bereplaced by a unified business licenseand the two certificates required for industrial and commercial registration of private businesses, namely, a business licenseand a taxation registration certificate, will be integrated into a unified business license. We will step up the development of the social credit systemand improve the punishment mechanism of discredit. We will carry out the "Internet Plus government services" model, making sure that 80% of basic public services can be provided online. We will deepen the reforms of state-owned enterprises (SOEs) and state assets, develop the economy of mixed ownershipproactively yet prudently, allow non-state capital in state-ownedinvestment projects, relievecentral-and- provincial-governmentalSOEs of the burden of providing water, electricity, heating, gas, and property management services to their employees' homesand ensurethe valueof state assetsis maintained andincreased. While deepening the reform of fiscal, tax and finance systems, we will improve themanagementof government debt and budget and push for progress inthe reform of financial oversight system. We will accelerate the reform of comprehensive law enforcement and “Internet Plus hierarchical medical service”model, and deepen the supply-sidestructural reform inagriculture, the reform of rural land ownership, contractual and managementrights separation and reforms in culture, public security, statistics and state forestry farms, etc.
Innovation and entrepreneurship will be promoted with consistent efforts. We will carry out the projects of “Innovation and Development of Small and Medium-sized Technology Enterprises”and “Performance Fold Increase of High-tech Enterprises”, making sure of thegrowth of over 40 national high-tech enterprises and the increase of over 15% added value of high-tech industries. We will promote the development of scientific and technological innovation platforms, making sure of the growth of over two technology research and development platforms above theprovincial level and the establishment of over 600 science and technology business incubatorswith an area of over 100,000 m2. More than 100 projects of scientific and technological achievement transformation will be accomplished. Venture capital institutionslike angel investmentand venture capital investment will be highly promoted and technologybank establishmentwill be enhanced as well. We will strengthenintellectual property rights protection and strive for the breakthrough of 500 invention patent ownerships. We will ensure the check and acceptanceof National Pilot Innovative City by the country and implement thefamous brand strategy, develop outstanding performance management and strive for one new Yangtze Quality Awards or the nomination and 5 famous trademarks of China. In addition, we will improve the mechanismof talent attraction, talent development, talent use and talent motivation and promote the construction of various specialized teams for a strong talent support.
Quality of opening-up to the outside world will be improved. We will further develop Hubei Pilot Free Trade Zone(Yichang zone), bring in a group of foreign export enterprises to settle in the Three Gorges Bonded Logistics Center, promote the reporting work of the comprehensive bonded area and work for the industrial development planning and spatial planning of Sanxia Airport economic zone. We will move more quickly to expand and upgrade Sanxia Airport, carry out the painting of Lingyun Aircraft maintenancebase and prepare to establish Sanxia Airline withtwo international tourism charter flights. We will expand foreign investment fields and channels to achieve a 10% increase of foreign investment in actual use and expand theexport advantagesof biological medicine, equipmentmanufacturingand agricultural products. We will meticulously host an International Purchasing Fair of Tea and Tangerine with the theme of “the Belt and Road·Yichang, China”. Moreover, we will deepen the exchange and cooperation with cities in the Yangtze River Economic Zone and Three Gorges Ecological Economic Cooperation Zone and proactively participate in the regional customs clearance integration reform and the inspection and quarantineintegration reform.
II. Stepping up with industrialdevelopment, strengthening the real economy and developing the transformingand upgrading of new driving forces
Effective investment will be actively expanded. We will make sure that investment keeps the mainstay of stabilizinggrowth and give priority to investments in industrial development, people’s well-being and infrastructure to achieve a total investment breakthrough of 360 billion yuan. We will improve the mechanism of major project advancement, step up with the construction of HNA NavigationIndustrial Park, Lantai Technology Park and Kyland Technology, push forward the start work of BeingmateIndustrial Park and intelligent manufacturingof Huahuan Dila auto exhaustsystem, and promote the construction of 100 provincial and municipal key projects for theirbenefits. We will highlight the pre-planning and promotion of projects while striving for more projects entering the national and provincial investmentplanning. A group of PPP projects will be recorded in PPP database and the debt financing will exceed 5 billion yuan. Based on the concept that houses are built for living but for speculation, we will enhance the stable and sound development of real estate market while giving supportto the transformationand upgrading of architecture with its value exceeding 100 billion yuan. We will strengthen industrial investment attraction, investment attraction through businesses, investment attraction by settling in other cities, foreign investment attraction and investment attraction through joint efforts. At the same time, we will focus on the introduction of leading electronic information enterprises, airport industries and projects of medical and advanced equipment manufacturing. The attracted investment in actual use is expected to reach 150 billion yuan and new projects of over 100 million yuan investment are expected to reach 380. We will further the strategic cooperation with central-and-provincial-governmental enterprises, promote thesettlement of a group of projects and take advantages of Three Gorges partner assistance platform and economic cooperation platform to guarantee 11 billion yuan investment in actual use.
Industrial quality and benefit will be enhanced. We will further develop the “Double Five and Double Hundred”* project, expand the pillar industries like food and beverage and advanced equipment manufacturing with the output value getting to 190 billion yuan and 133 billion yuan respectively. New industries like new material, biological medicine, new information and technology, energy conservation, environmentalprotection and new energy will be developed quickly with the output value amounting to 91 billion yuan, 55 billion yuan, 38 billion yuan and 50 billion yuan respectively. We will develop military-civilian integrationindustries including civil aeronauticsand space, oceanengineeringand magnetic electronics and adjust the layout of chemical industry for refined and green development. 218 enterprises including HuaQiang High-Tech Corporationwill go through technological reforms, 60 enterprises will be selectedfor pilotindustrialization and informationalization integration with benchmark analysis and build a group of intelligent plants and workshops and 80 key industrial projects will undergo oversight and assessment. We will carry out the three-year rolling plan to help microindustrial businesses develop into scale industrial enterprises and make sure more than 100 scale industrial enterprises are newly added, with the total output value of all scale industrial enterprisesexceeding680 billion yuan. We will make more efforts to cut overcapacity of industries and outdated capacities, encourage the restructuring of businesses facing difficulties and address the issue of "zombie enterprises"in accordance with the law. We will try every means to reduce cost in tax, financing, logistics, employment and other institutional transactionsfor market entities, expand the trial of direct transactionsbetween major electricity consumers and producersand strive for the reform of electricity sales.
The development of modern service sector will pick up momentum. We will develop cultural tourism into a billion-industry in three years with expected touristsof 65 million and a total tourist income of 70 billion yuan. We will step up withthe development of Pinghu Peninsula, Three Gorges Cruise Centerand Nanjinguan Town withthe Three Gorges new tourism district being the focus, promote the early start of the projects like Yichang ChineseDinosaur Park and Yichang Tourist Information Center and ensure that the Three Gorges International RV Campground will be built and put into use. We will give full supportto the establishment of National Model Tourism Regions of Yuan’an, Yiling, Zigui, Changyang and Wufeng and provincial Model Tourism Region of Xiling. The Three Gorges Grand Waterfalls will be added to the National 5A Scenic Spot list with support and some key tourismprojects like the Three Gorges Xiangxi Stream, Bailihuang Grassland, Dalaoling National Forest Park and Zhijiang Jinhu National Wetland Park will be developed morequickly. 12 ecological tourism corridors and a group of characterized tourism towns and villages will be developed. In addition, we will enhance the development of cultural and creative industryand strive for two new Model Cultural and CreativeIndustry Parks above theprovincial level. We will accelerate the construction of Fanba Logistics Park, Baiyang Logistics Park and 13 county-level e-business parks so that a regional warehouse logistics base will take shape withthe modern logistics output value getting to 140 billion yuan. Adequate attention will be paid to the creation and inheritanceof time-honored brands and entity retailing businesses and enterprises will be upgraded for innovation. 100 commercial enterprises above designatedsales will be newly developed, health and the elderly careplanning will be laid down and Qingjiang Pilot Health Caretogether with Jiangnan Health Carewill go through further development. Full support will be given to the hospital affiliatedto Hubei Three Gorges Polytechnic for their construction of Model Talent Training Base of Health Care. At thesame time, we expect the 4th China Health Industry Development Forum will be held in Yichang. We will proactively introduce financial institutions to settle in Yichang, make local financial institutions bigger and stronger and promote more outstanding enterprises to be listed in the stock market. Moreover, we will crack down on illegal fundraisingandfinancial fraud, take precautions against and reduce financial risks to furtheroptimize the financial ecological environment.
Competitiveness of modern characterized agriculture will be enhanced. Taking the opportunity of the supply-sidestructural reform inagriculture, we will vigorously work on the standardized production, brand building and quality monitoring of agricultural products and increase the supply of green agriculturalproducts with quality in an effort to promote agricultural performance and increase the income of farmers. Famous classic fruits like Yichang tangerines, Zigui naval oranges and Qingjiang ponkans will be fostered and regionalbrands like Yichang Green Tea, Yichang Black Tea and Hubei Brick Tea will be built. We will actively develop livestock industrywith quality, expand scales of aquicultureand edible oil and accelerate the industrial developmentof flower seeding, medicinal herbs and edible fungi. The refined processing of agricultural products will be highly developed with an expected output value of over 230 billion yuan. New “Internet Plus”businesses including rural e-business and agricultural product customizing will be cultivated and theconstruction of National Agricultural Technology Park, National Tangerine Park, Three Gorges Tea Valley and Yichang Black Tea Expo Garden will be quickened. We will make great efforts to foster new business entities and service providers while guiding farmers to develop moderate scale management in different forms. We will intensify the oversight over agricultural product originsand build a group of counties and towns featuring the safety and quality of agricultural products. We will work to build high-standard basic farmland covering an area of 400,000mu, implement the three-year plan of agricultural droughtresistance promotion, launch a new round of efforts to upgrade rural power gridsand carry out the third agriculturalcensus.
III. Balancingthe urban-rural developmentandmaking full use of the coordinated interactionto enhance the qualities of Yichang’s development
The construction process of new urban areas will be accelerated. We will take the people as the highlight and develop the city in a connotative, intensive and ecological way to provide the masses with a more convenient, comfortable and happier life. We should speed up the construction of urban expressway networksto build traffic roads of 60 kilometer so that the outer ring of Yichang’s traffic will be basically completed. We will push forward the constructionof the Wujiagang Yangtze River Bridge, Xiling Road No.2, the second-phase of Xiazhou Avenue, the second-phase of Dianjun Avenue and start the projects of the second-phase of Jiangcheng Boulevard, the second-phase of Huaxi Road, Shengli Road No.3 and the extension section of Gangyao Road, ensuring the BRT of Yemingzhu Road section will be completed and open to traffic within the first half year of 2017. We will speed up the constructionof functional projects such as Grand Theater (Concert Hall), Science and Technology Museum and Yichang Archives while ensuring that the New Municipal Museum, the Olympic Sports Center and new school areas of Yichang No.1 Middle School, Yiling High School and Yichang Party Institute of CPC come into use. We will further carry out the comprehensive development of CBD along Yangtze River, Tangjiawan District, Olympic Sports Center District and Juanqiaohe District. The construction of underground integrated pipelines in Jiangjun Road and Jiangnan Road No.2 will be accelerated, and the pilot “Sponge City”constructionwill be speeded up too. Over 40 billion yuan will be invested in the constructionof new urban districts.
Efforts will be made to improve the refined management of Yichang and complete the work of editing and revising the city’s overall plan. We will focus on helping households get access to optical fiber and working on the full wireless network coverage in Yichang and free WIFI coverage in urban public places. We will advance the constructionof “Smart City Management”(SCM), striving for the SCM coverage in half of all the cities and counties within the end of 2017. The construction of Intelligent Transportation System (ITS) will be accelerated to perfectthe microcirculatory trafficsystem and alleviate the congestion. We will speed up the first phase of the constructionof public bikes and public parking lot and 2,500 public parking positions are expected to be increased. We will promote the life garbage classification and establish the waste collection and transportation system and the corresponding law enforcement system. And we will intensify the environmentalcontrol, improve the fast-check-and-punish mechanism of illegal buildings, strengthen the construction of flood protection and drainage facilities, and comprehensive renovation of 250 existing buildings are expected to be finished. We will push forward the comprehensive treatment of older residential communities and continueto carry out theproject of urban night view lighting promotion. Standardized property management of residential communities will also be enhanced.
Efforts will be made to improve urban-rural transport network and put forward the construction of major transportation projects, ensuring an investment of 13 billion yuan in transportation construction. We will launch the project of the segment of Yichang-Zhangjiajie Highway, which starts from Wufeng to the border between Hubei Province and Hunan Province, and we will accelerate the construction of Fanba Highway. The projects of seven first-rate roads including the road from Lianpeng Village of Dianjun district to Longzhouping Village of Changyang Town will be started, and we will take a fast step to build six first-rate roads including the road from Pangu Village in Yuan’an County to Peng Town. We will push forward the construction of passenger stations in Dianjun, Yidu, Wufeng and Yuan’an and try to retrofitthe bus system between urban and rural areas, striving for the full intercity bus coverage in all areas. We are aiming to build rural roads of 1,000 km long and strengthen the maintenance and management of them. The construction of Xiangxi Yangtze River Bridge and the Baiyang Yangtze River will be accelerated and the construction of Changjiangxi Bridge will be started. The second phase of Yunchi Port, Fanba Central Transfer Pier and other 6 projects will be further constructed. Five projects such as the second phase of Baiyang Port and the waterway regulation of Xiangxi River will be started; the first phase of Baiyang Port and the second phase of Maoping Port will be completed and operated. We will take a fast step with the preliminary work of railway projects including Yichang section of Hohhot-Nanning High-Speed Rail, Zhengzhou-Wanzhou High-Speed Rail and the Three Gorges railway-river combined transportation. We will actively strive for the approval of the planning of the urban rail transit. We will also work on the reconstruction of the existing railway from Yichangdong station to Xiaoxita and speed up the construction of railway from Yuan’an to Dangyang.
The pattern of regional development will be optimized. Cities and counties will be encouraged to take measures suitable to their local conditions for creative development with quality and improve their strengths through competition. We will speed up the infrastructure constructionof Yichang High-Tech Zone and build a branch of standard factory buildings, ensuring at least 80 new projects are introduced with an investment of 20 billionyuan. We will support the building of modern servicedemonstrationarea in Xiling District, urban economy model area in Wujiagang District, green development demonstrationarea in Dianjun District, core industrial development area in Xiaoting District and balanced urban-rural development demonstration area in Yiling District. And we will encourage Yidu, Yiling District, Dangyang and Yuan’an to fight for superior development while expending intensified efforts to help Changyang, Zigui, Wufeng and Xingshan alleviate poverty. We encourage mountainous and reservoir counties to develop enclave economy through cooperation with areas along the Yangtze River. We encouragethe establishment of urbanization pilots in Yidu and Changyang. We will accelerate the construction of new-type urbanization pilots in 11 towns, 4 experimental demonstration zones of balanced urban-rural development and 9 demonstration belts of balanced urban-rural development.
IV.Highlightingthe green development, enhancing environmental protection and building Yichang into an ecological city
Prevention and control of pollution will be emphasized. In order to achieve the goal that over 72% of days in the whole year are endowed with excellent and good air quality, we will advance the prevention and control of exhaust from vehicles and ships, waste gas and dust from coal burning, constructions, cooking and straw burning. The“River Chief”mechanism will be further implemented for the conservation of drinking water resources and the comprehensive control over main stream and branches of Yangtze River in Yichang section will be speeded up. We will strengthen the water pollution control in Qingjiang River, Huangbohe River, Juzhanghe River and Xiangxi River to make sure that the water quality can meet the sectional monitoring standards. We will finish the task of shut down cage aquaculturein Qingjiang area and accelerate the rectification of 11 malodorous black rivers. We will stringently supervise enterprises related to phosphorus and sewage drains.We will consolidate the achievement of pollution control of main steamsand branches of the Yangtze River and finish the standardization and promotion of wharf management. Sewage Treatment Plants will be expanded and renovated in Shahe River, Linjiangxi Steam and Dianjun District and the construction of Dianjun Second Sewage Treatment Plant will be accelerated. We will investigate the pollution status of soil and establish evaluation system of soil quality of the construction land. And we will comprehensively control and renovatetailings and messes of industrial solid wastes, strengthen the network monitoring of environment quality and push forward the full coverage of online network monitoring overpollutant emission of key enterprises and units. We will carry out the third party regulating mechanism for pollution control and improve responsesto environmental pollution emergencies. We will attach great importanceto the solution of environmental problemsto make sure adequate recognition withtimely rectification measures isin place. We will takea zero-tolerance attitude towardillegal environmental activities to form deterrence ofsupervising and accountability. We will strictly enforce the environmental protection accountability system and ensure that both CPC committees and governments are held accountable, that officials take responsibility for environmentprotectionin performing their duties, that those who fail to fulfill theirdutiesare held accountableno matter whether they are still in position or not.We will enhance the popularity and education of ecological civilization to raise all people’s awareness of environmental protection.
Ecological restorationwill be actively carried out. We will put forward “Yichang experiment”of ecological management, make great efforts to conduct the pilot work of ecological conservation, ecological industries, ecological finance and ecological citizen and improve the ecological protection and control of the Three Gorgesarea. We will speed up the construction of Mojishan Park, Qiuyutai Park, Juanqiaohe Wetland Park, Bolinhe Wetland Park and initiate the projects of second-phase of Dongshan Park, Songlin Park, Shiban Forest Park. We will accelerate the ecological renovation of mountains in urban areas and launch afforestationprojects in built-up areas. The forest planting will reach 49,000 mu and hills enclosed for afforestation will get to 160,000 mu. We will actively develop prefabricated buildings and increase green buildings of 1.1 million m2. We will develop the construction of clean energy and ecological home in rural areas. We are aiming to build 25 livable villages and bring 300 km2 of water and soil erosion under control. We will launch the third pollution source investigation in the city and comprehensively carry out the license system of pollutant emission in an all-round way. We will work on the pilot reform of natural resources balance sheet compilationand carry out natural resourceand asset auditing on officials leaving off theirposts.
Resources will be saved and intensively utilized. We will strictly practicethe protection system and firmly uphold the ecological “red line”of resources and environment. We will actively control the total volume and intension of energy and water consumption and constructionland for a steady intension decline of energy, land and water consumptions to make Yichang a national water-saving city. We will push forward the utilization of agricultural wastes and establish a branch of efficientagricultural ecological demonstrationcounties and towns. We will improve clean production in key industries and promote industrial transformation. We will step up with the constructionof pilot circulareconomy in Xiaoting Industrial Park and Zhijiang city;encourage the construction of demonstration area of integrated use of national resources in Yiling District. Wewill make great efforts to clear and dispose of unused and inefficientlyused land to consolidate the achievements in building the model city of economical and intensive use of national land resources.
V. Highlighting co-building and sharing, improving the livelihood in response to the wishes of the people
Targeted poverty alleviation will be pushed forward with great efforts. Highlighting “targeted and practical”, we will concentrate on poverty alleviation with quality in industries, poverty alleviation with ability in migrating assistance, poverty alleviation with intelligence in education, poverty alleviation with standard in governmentfinancial aid and poverty alleviation with promotion in ecological development. At the same time, we will develop leading industries based on local conditions and encourage interest binding mechanism between all kinds of new business entities and poor countries and households to increase their income steadily. We will also work on photovoltaic poverty alleviation, speed up the infrastructure construction in poor areas and enhance surveillance over poverty alleviation funds. We are aiming to help 11,000 households with 32,000 peopleovercome poverty by relocating them and ensure that 120,000 poverty-stricken people and 92 poverty-stricken villages, together with Yuan’an county, will get rid of poverty.
The construction of social security system will be enhanced. We will make solid efforts in employment of key groups, promote transfer employment of surplusrural labor and encourage migrant workers to return home and start up business. Our goal is that another 76,000 new urban jobs will be created and a universal insurance plan will be carried out with 6.24 million people enjoying the five insurances. We will also integrate the basic medical insurance system for urban and rural people and deepen the reform of mixed medical insurance payment. We will steadily improve the level of social assistance, preferential treatment and social welfare. We will initiate the demonstrationproject of integrated pension with the loan from Asian Development Bank, further build the national model city of food security and ensure to meet the demands of national examinationand acceptance. Our goal is to finish the reconstruction of 23,000 houses in shanty areas and renovate 12,000 dilapidated houses in rural areas. We will consolidate and enhance the water security project for 500,000 people in rural areas and the administrative heads will assume overall responsibilityfor food security. We will set up Yichang Grain Group. And we will also implement the supportive policy of reservoirregion migrationto helpthem achieve stable prosperity.
Social causes will be developed with consistent efforts. We will foster the socialist core values, consolidate the achievements in establishing the National Civilized City and make sure to hold the label. We support Yidu to build the National Civilized City. We will speed up the establishment of national demonstration area of public cultural service system and present a group of high-quality literary and art works. We will move more quickly for the construction of sports facilities in urban and rural areas. We will host quality activities like China Three Gorges International Tourism Festival, Yichang Yangtze River Piano Music Festival, Yichang 2nd Art Festival and Yichang 5th Sports Meeting. We will complete the second phase of the “three-year plan”of pre-school education, promote the balanced development of compulsory education and enhance the achievements in establishingmodel counties of compulsory education. We will carry out structural reform of high school education and start thenew school area construction of Yichang Special School. We will also actively apply for the qualification of Three Gorges AeronauticsCollege and strongly support the development of Hubei Three Gorges Polytechnic, Three Gorges Vocational College of Electric Power and Three Gorges Tourism Vocational and Technical College. We will give support to China Three Gorges University to build a first-class university with first-class disciplines. We will comprehensively promote the “Health Yichang”project and build the national pilot of health city. We will speed up the constructionof Yichang Women and Children’s Hospital and Yichang Traditional Chinese Medicine Hospital. We will implement the second phase of directional training of rural doctors and carryout the two-child policy to promote balanced development of the population. We will engage more in the work of foreign affairs, overseas Chineseaffairs, Hong Kong and Macau affairs, work regarding Taiwan and confidentiality. We will continue with the archives work, local topography, supply and marketing, popular science, charity, civil air defense, firefighting, meteorology and aiding Tibet and Xinjiang autonomous regions.
The construction of “Peaceful Yichang”will be speeded up. We will improve the people-oriented grid management, information management and whole-ranged service and carein urban areas and grid-based organization, autonomy standardization, service integration and a combinatione-village-affairs, e-learning, e-business and e-servicein rural areas to comprehensively promote the urban and rural socialgovernancebased on socialization, legislation, intelligenceand professionalization. We will also push forward the self-governanceof villagers and citizens and community democracy system. We will accelerate the construction of the national model cityof video surveillance networkof public securityand proceed with the pilot work ofgrid service management ofdrug addicts, forming a new three-dimensional pattern for public security. We will reinforce the “redline sense”of work safety, giving top priority to it and taking precaution as the primary task. Meanwhile, we will strictly enforcework safety responsibilitysystem and carry out hidden danger investigation and handling with iron hand, strict discipline and decisive working style to prevent serious work safety accidents. We will comprehensivelyimplementthe seventh “Five-Year” planof popularizingthelaw and improve the work of people’s mediation, administrative mediation, judicial mediation and legal assistance. We will strengthen and improve the work of petition and give firm support to mass organizations for their participation in social governance and economic service. We will enhance the mechanisms of emergency responses and disaster prevention and mitigation. We will firmly support military reform and steadfastly deepen the national defense education to enhance people’s awareness of it. We will consolidate the achievements in establishing the National Model City of Mutual Support Between Civilians and the Armed Forces; firmly promote ethnicunity and progress and handle religious affairs in conformity with the law.
VI. Strengthening thegovernance in an all-round wayand advancingthe building of theParty in pursuit of a new chapter for the governmentwork
We will conduct law-based administration and accept supervision. We will carry outgovernment workandfulfill government functions in accordance with thelawwhilelevelingup legal thinking and administration ability of governmentofficials. That is how we can build a law-based government at full tilt. Efforts willbe made in administrativereconsiderationand supervision overresponding to prosecution,promoting rigorous, standardized,fair and civilized law enforcement. We willvoluntarily accept legal and work oversight of the Municipal People’s Congress and its Standing Committee and the democratic oversight of the Municipal CPPCC committeewhile doing well in motions and proposals.We willstrengthen the bondswith non-communist politicalparties, Federation of Industryand Commerce, political figures without party affiliationand the people's organizations whilesolicitingviews from all sides. We will advanceopenness in government affairs in all respects and enhance transparency in policy decision-making. All media willbe proactively used to popularizegovernment policies to make themaccessible to citizens. Public opinions about government affairs willbe collected, studiedand analyzedso as torespond actively to social concerns.
We will carry out our work down toearth and improve our efficiency. We will continue toset models, talk less and do more practical work with dedication to give impetus toall our workwith a craftsmanship spirit. And we will also do away with obstacles and problems that impede local development with creativity to achievenew progress and prospect. We will persist in having short meetings, issuing brief passagesand giving short speechesand focus our attention on major and real-life issues and difficultiesas well. We will stand by our words and won’t stop our action until success is achieved．We willkeep our eyes on the targeted issuesseriously,honor our promises with resolution and carry out our work vigorously, speedilyand efficiently. We will reinforce accurate inspectionsand ensure that the spiritof Central Party Committeeis fullyimplemented, that decisions and arrangements made bytheprovincial Party Committee, provincial government and municipal Party Committee strike roots, and thatgovernment decrees and ordersare unblocked and executed without fail.
We will abide by the rules and keep the disciplines to fulfillour responsibilities. We will become more aware of the need to uphold political integrity, keep in mind the bigger picture, follow the CPC as the core of the Chinese leadership, act consistently with CPC Central Committee policy; assume full responsibilityfor comprehensively strengthening Party discipline, improving Party conduct and government integrityand fighting corruption; deeplyimplementthe CPC Central Committee's eight-point decision on improving Party and government conduct;take action against formalism, bureaucratism, hedonism, and extravagance. We will strengthenadministrative supervisionand oversight through auditing; resolutely correct improper conduct that harms the interests of the general public and takea zero-tolerance attitude towardcorruption. We will give full support to Discipline Inspection and Supervision organs to perform their duties; intensify the accountabilityfor administration and government officials; resolutely correct administrative inaction and irresponsible behaviors; ensure that governmentofficials’failure in fulfilling their duties, neglecting their duties and misconductin office will be investigated and prosecuted without fail.
Esteemed Deputies,Blueprint drawn, it is time for us to set sail. Let us rally closer around the CPC Central Committee headed by General Secretary Xi Jinping, under the firm leadership of provincial Party Committee, provincial government and municipal Party Committee, and immerse ourselves in hard work with peace, take pragmatic actions and overcome all difficulties to make greater progress.
