On April 6th, it is learned from the Municipal Development and Reform Commission (NDRC) that with the ratification of the State Council, the National Development and Reform Commission and Ministry of Finance have officially issued the ADB loan alternative project planning from 2017 to 2019, in which the demonstrative endowment PPP project by way of cooperation between Yichang Government and social capital is listed and has been given a low-interest loan of $ 50 million dollars (about 340 million yuan) .

　　The demonstrative project is another big foreign endowment loan project after the $150-million ADB loan for comprehensive endowment service demonstration project in Yichang. It consists of two parts, namely, the PPP mode capacity building and the PPP mode endowment pilot project, with a total investment of 728 million yuan. The approval of the two endowment programs owes to the continuous efforts made by the NDRC, which has been repeatedly reporting to the National Development and Reform Commission and the Provincial Development and Reform Commission for their support, in spite of the fierce competition of project application and the tightening condition of foreign loans.

　　With the booming aging population in Yichang, endowment demand is becoming more and more urgent. The ADB loans can not only meet the urgent needs of financial capital for perfecting the endowment system and optimizing the endowment services, but also introduce foreign advanced concept of endowment through the technical assistance team. At the same time, the projects can effectively combine the government and social capital to accumulate replicable experience for a demonstration role nationwide. And their construction is significant for the creation of the provincial even the national new model of comprehensive social endowment demonstration base in Yichang.
