On October 22nd, the reporter learnt from the Administration of China (Hubei) Pilot Free Trade Zone Yichang Area (hereinafter referred to as Yichang Area) that to facilitate foreign trade, it would initiate the “recording and record adoption model for food export enterprises”, which would reduce the recording certification period to within 20 working days.
In early September, by applying to the recording management system for exported food producers, Hubei Yizhijiaqian Biological Technology Co., Ltd. became the first enterprise in Hubei province that was recorded and had its record adopted. Over the past month, several enterprises have consulted on this system and are active for application.
Why is the "recording and record adoption model" so popular? According relevant administrators, once the application for recording is accepted, Yichang Entry Exit Inspection and Quarantine Bureau will adopt the enterprise's declaration and exempt the technological verification of on-the-spot examination when it applies for being recorded as a food export enterprise. Therefore, recording time can be reduced by two-thirds, greatly improving export efficiency.
It is understood that the export batches legally required for inspection in Yichang Area ranks second only to Wuhan in the whole province. And food export batches takes up about 60%. According to previous recording management approaches, Yichang Entry Exit Inspection and Quarantine Bureau should not only review application materials, but also exam and verify the enterprise on the spot. Only when the enterprise passed all this, it could obtain the recording certificate. The entire process took about 60 working days.
After the reform, on-the-spot inspection is replaced by the enterprise’s statement conforming to laws and regulations. The statement is regarded as qualified for recording and the Recording Certificate for Food Export Enterprises will be issued. The whole process is shortened to at most 20 working days. When the enterprise applies for exporting food products, on-the-spot inspection takes place. If problems are found, rectification to meet the standards is required before food products can be exported. This ensures that food exports meet the requirements.
In accordance with the principle of "safety, convenience and the efficient management", Yichang Area has been actively building the trinity pattern of "decentralization, management and governance" to promote the quality of food exports, strengthen the supervision of enterprises before and after the export and implement the practice of enterprises taking major responsibility for food safety and product quality. For enterprises that have obtained recording certificates which are still valid, the inspection and quarantine institution will carry out random check.
