During the first half of this year, 23, 925 new operators have entered the market of Yichang City, among which 10,332 have fulfilled taxation registration, accounting for 43.18% of the total amount. In the meantime, the number of incubators and maker spaces built or in construction has reached 43, and over 1,000 enterprises are in incubation at present. In recent years, reform and innovation have been constantly deepened with many new policies carried out for introduction of new talents and financial support provision to develop a sound environment for innovation and entrepreneurship, with efforts to make Yichang a city of innovation and entrepreneurship.

　　It is learned that the administrative examination and approval system has been greatly reformed with the procedures streamlined, monitoring strengthened during and after the processes and commercial reform carried out to promote “Five-in-One” business license upgrading. Also, all kinds of innovative competitions have been held to create a favorable atmosphere for innovation and entrepreneurship.

　　In April, the CCB Yichang Hi-tech Branch was established to provide financial services for small and medium-sized enterprises, which is of the same sort the first institution in Yichang City and the second one in Hubei Province. The Yichang Municipal Committee of the CPC, the municipal government as well as the relevant departments have released a series of related policies on further promotion of innovation and entrepreneurship and so on, providing support for the enterprises in the aspects of financial support and introduction of talents and stimulate the innovative enthusiasm of the entrepreneurs. These incentives attracted not only the native entrepreneurs, such as Su Li, Qin Longping and so on, who run their enterprises in the mother city, but also the enterprises of technological innovation that settled in Yichang, such as China Precise Ocean Detection Technology Co., Ltd.

　　Besides, some measures have been taken to foster innovative and entrepreneurial enterprises to promote economic transformation and development. It is understood that Yichang City ranks 6 among 53 cities nationwide evaluated as demonstrative cities of e-commerce construction, compared to its rank of 25 last year.

　　With a growing number of institutions set up and the capacity of innovation and entrepreneurship have greatly developed. 43 incubators and maker spaces are now in operation or construction and the enterprises in incubation at present have exceeded 1000.

　　Through collaboration based on the Production-Study-Research model, a great many of innovative Sci-Tech results have brought commercial profits to the enterprises. In 2016, 112 Sci-Tech research results have been successfully transformed into profit-making programs, and the turnover of export technology contract that have been confirmed and registered through one-stop service platform of Hubei province reached 14.1 billion yuan, ranking the first among all cities in Hubei Province. Over 80% of the Sci-Tech enterprises have established a long-term cooperation with the related universities and colleges, as put forward the solutions to 184 technical problems and led to development of 162 new products.

　　In the following stage the innovation-oriented development strategy will be further implemented, focusing on developing Yichang into a national pilot city of innovation and a national demonstrative city of intellectual property and innovation and entrepreneurship, to improve the environment for innovation and entrepreneurship and stimulate the vitality and make Yichang into a city innovation and entrepreneurship.（Reporter:Mu Ran）
