On November 27th, the municipal government office issued an emergentNotice, requiring all localgovernments, bureaus andaffiliated institutionsshould carry outone-month special action to check and regulate security risksfrom that day on.
The Notice points out that as it is coming to theend of the year, all kinds of production activities are runninginto the peak season.Some production and operation units are so anxiousto fulfill theannual production tasks that they workextra time and overload themachines as well. Coupled with the recentrising prices ofcoal, building materials, chemicalsand other raw materials, the overworking phenomenahave becomemore common. As both the New Year's Dayandthe Spring Festivalare approaching, passenger flow, logisticsandtrafficare all in a peak operation. Thus under severe winter weather conditions, such as severe cold, sleet, rain, and snow, serious accidents are more likely to happen.
The Notice emphasizes that allorganizationsshould thoroughly learnand implement the major thoughts of the 19th National Congress of the Communist Party of China, hold firmly the idea of safedevelopment, always prioritize safety in order to avoid any damagesdone to people. From that dayuntil Dec 31, a comprehensivesafety inspection will be launched in everyregion, and every industry,and alltypes of production and operation units.
The Notice urges that the seventeenprofessional committeesaffiliatedto the Municipal Safety Committee, including coal and electricity, non-coal mines, dangerous chemicals, shall establish the implementation plan of the industry (field), specify the standards of the industry (field) inspection and remediation, and superviseall regions and unitsin carryingout special check of safetyproblems.The localgovernmentsat various levels shallbe responsible for finding outthe hidden safety problems in theiradministrative areas.
The Noticepoints out that the municipal government will sendspecialinspection teamsto supervisethesafetywork conducted by localgovernments and industries.Those who fail to take effective measures to sweep the safetyrisks will be punished severely. As for thesafety risks that have been found out, precautionary measures must be taken to eradicate each risk that is on the list. The time limit,responsible units and responsible persons forresolving each safety risk shall be made clear.In themeantime, greater efforts will be made to enhance thelaw enforcement and punish illegal behaviors in the fields of coal mines, dangerous chemicals, fireworks and firecrackers.
