Medical insurance for urban and rural residents in Yichang will unify on Jan. 1, 2018, the reporter learned from the press conference on “Basic Medical Insurance for Urban and Rural Residents in Yichang” held by the Department of Human Resources and Social Security on Nov. 28, bringing following changes in the medical treatment to all residents.

　　Medical Insurance Drugs Catalogues Increase to 2923

　　The scope of three major catalogues will be further expanded and the programs at patients’ own expense will be dramatically cut, reducing the burden of medical treatment for all residents. There were 899 species of new rural cooperative medical and 2626 species of catalogues of medical insurance for urban residents; however, the number amounted to 2923 after the unification.

　　Targeted Poverty Alleviation People: “Diagnosis First, Pay Later”

　　According to the new policy, people belong to targeted poverty alleviation will enjoy the privilege of “diagnosis first, pay later” and they don’t have to pay the hospital deposit in advance. The medical insurance for urban and rural residents will provide full subsidy for all those people belong to targeted poverty alleviation, so as to realize the full coverage of the insured people in poverty. It not only cancels the deductible of hospitalization for poor people, but also increases the proportion of reimbursement for basic medical and critical illness insurance by 5%, and the deductible of hospitalization reduces from 12,000 yuan to 5,000 yuan, a drop of nearly 60%. At the same time, the proportion of reimbursement of poor people in primary and secondary hospitals, hit bottom, reaching respectively 90% and 85%. The proportion of reimbursement for poor people can reach above 90% by adding critical illness insurance, supplementary insurance and civil assistance.

　　Up to now, the city’s basic medical hospitalization totaled 53,584 people with the total medical cost of 246,853,700 yuan, the basic medical payment 167,654,900 yuan, the critical illness insurance payment 9,063,200 yuan and supplementary medical insurance of critical illness payment 47,727,500 yuan. The proportion of reimbursement reached 91%, alleviating the burden of medical expenses for poverty family more than 60 million yuan.

　　Reimbursement Increased by 5% &10% Respectively According to the Hospital Levels

　　It was reported that after the unification of medical insurance for urban and rural residents the proportion of basic medical reimbursement in Yichang increased from 5% to 10% respectively according to the hospital level, the reimbursement of parturition increased from 200 yuan to 1200 yuan, the outpatient co-ordination increased from 200 yuan to 400 yuan and the maximum payment limitation of basic medical increased from 80,000 yuan to 120,000 yuan. In addition, the medical expenses that conform to requirements of hospitalization and hospitalized by the designated medical institutions are conformed to three major catalogues, which are included in the scope of fund’s payment since 2018.

　　Outpatient Chronic Diseases Increase from 20 to 35

　　In 2018, outpatient chronic diseases in Yichang will be increased from 20 to 35 with the treatment level up to 2 times. Besides, “cerebral palsy, autism and phenylketonuria”, which are reflected prominently by insured people, are incorporated into the scope of security by Yichang government specifically.

　　In addition, the new rural cooperative disease security treatment has also been greatly improved. Taking malignant tumor as an example, the annual quota of most countries and cities is about 1000 yuan, which will increase to 4920 yuan according to the new policy, with growth of nearly five times.

　　It is noticeable that the treatment of chronic diseases must be in a designated medical institution, which means patients can’t be treated at non-appointed medical institution before integration. After integration, insured residents can take medical treatment at all the medical institutions that have the qualifications of out-patient chronic diseases.
