"The field-leveled project needs to be implemented, the hydropower should be expended, the construction license needs to be handled and the design program should be reviewed ...", The head of Hubei Golden Three Gorges Printing Co., Ltd., threw out these four pressing problems to Wang Yuancheng, the director of the management committee of Yichang Economic and Technological Development Zone, who commanded a team to carry out the first project training of the New Year, at 8a.m., January 2nd.

　　Hubei Golden Three Gorges Printing Co., Ltd, located in Yichang High-Tech Zone Biological Industry Park, hoped to complete the planning and design of package printing project on food and medicine as soon as possible, with an annual output of half a million color reams, and strived to officially start construction at the end of February. However, a series of problems lied ahead, thus making the enterprise hard-pressed.

　　"The demand of enterprise is our service requirement, and each department should give the implementation plan and determine the deadline”, Wang Yuancheng selected workers on the spot and each department received the task simultaneously.

　　Wang Yunxi, the director of the architectural management office in the High-Tech Zone, said that the promotion of bidding needed the enterprise to determine elevation. Through the jointly on-the-spot analysis and study of relevant departments and the enterprise, the designed elevation of "104 meters" was determined and the bidding procedures would be started immediately.

　　The planning department and architectural management department committed itself to issuing the planning permit before February 5th and construction permit before February 6th. Besides, the architectural management department would ensure that the construction organization could enter the site and start construction before the end of February.

　　In addition, other department heads who participated in the training committed themselves in succession. They indicated that they would intervene in advance, service actively and make every effort to shorten the approval time.

　　As an important platform for improving the development level of the export-oriented economy in our city, the comprehensive bonded zone has been attached great importance by the municipal party committee and the municipal government. At present, the project had been reported to the provincial government and the feasibility study report and regulatory detailed planning had been completed. In addition, the report for land approval and land demolition, fence and road construction needed to be completed as soon as possible.

　　Due to the tight time and heavy task, making every effort to shorten the pre-working time, offering the site and speeding up the construction became central issues of this project training. After the on-the-spot claim, each department said that they would ensure the completion of land delivery before January 15th, the completion of the all field-leveled projects within location range by the end of February and the completion of the land collection and storage and the report for land approval before the end of March, so as to make sure that the project could close to run by the end of December.
