Yichang Hech-Tech Zone witnessed the successful Specific Accreditation for Senior Professional and Technical Title Qualification of Yichang Section of China (Hubei) Free Trade Experimental Zone on Dec. 23, 2017, first launched in Yichang FTA.

　　This specific review is organized in a special form, which is a special qualification assessment carried out beyond the annual regular, evaluating comprehensively through actual performance, interview reply and materials examination; besides, the candidates are in high positions, including the chiefs, managers and key staffs in technical development and management from high-tech enterprises and sized enterprises; The last special is in the applicable policy, unlimited in the education background, age limit, primary title and passing rate, some people with great performance in their fields can apply for associate senior title, even for the senior title directly. It broke the “laddering” promotion mode.

　　Tang Zhaoqing, the chief engineer of Yichang Changjiang Machine Technology Co., Ltd. applied for associate senior title this time. He ran and completed many R&D projects for CNC gear shaping machine, which broke the foreign monopoly, filled the domestic technology gap and achieved great economic benefits. He said, “I am confident that this appraisal eliminated the foreign languages and computer tests and tested in terms of performance, ability and social contribution."

　　Sun Yaming, the general manager of Yichang CSG Photoelectric Glass Co. Ltd., without enough seniority, made a declaration and passed the review of associate senior title. As the head of company’s technology division, he presided over the technical team, through step-by-step exploration, has conquered the ultra-thin thickness of electronic glass, and finally made the company become the first successful production of 0.2mm ultra-thin electronic glass enterprise, breaking the Japanese products on the domestic high-end electronic glass substrate market monopoly. "I think this talent evaluation mechanism eliminate the only law on education and qualifications, not only to enhance the pay level of the front-line hard-working technical staffs, but also to recognize the spirit of the craftsman." He added, "This recognition of professional technology inspires us to focus more on technology, promote innovation and development and improve efficiency."

　　A total of 28 relevant operating and managing principals and backbones in R&D from 8 enterprises, such as Yichang Humanwell Healthcare and Yichang WTAU Electronic Equipment, participated in this evaluation. At last, 24 people gained the associate senior title and 3 got the senior title.

　　Economic development, talent first. A series of services and initiatives for talent evaluation has been being gradually implemented. To support development of Yichang FTA, Yichang Human Resource and Social Security Bureau issued the Notice On Supporting Construction and Development of Yichang Section of China (Hubei) Free Trade Experimental Zone, which means the “Ten Regulations of Yichang Human Resource and Social Security ” in supporting FTA, the first one of which is the talent evaluation mechanism. Over the first half of last year, the comprehensive evaluation committee for engineering primary and middle titles has been established and carried out one of primary reviews, called enterprise “Express Train”, which has got a sound feedback.
