In order to earnestly implement a series of reform requirements such as lowering costs to reduce burden, streamlining administration and delegating power to the lower level government, improving regulation and optimizing services, Yichang has introduced many people-benefit measures in terms of social security for the insured in the urban areas so that the general insured units and the masses can enjoy more convenient services

　　(1) Lifting restrictions on household registration of social security insurance. Non-local registration household can also participate in social security scheme as flexible employees without providing domiciles of origin and proofs of insurance in other areas.

　　(2) “One credential” for insurance. Flexible employees only need to take their ID cards to effect insurance the first time they participate in the social security scheme. In this process, they only need to sign on the insurance application confirmation sheet generated by the systems without filling in any form.

　　(3) Canceling the plan to issue Social Insurance Register. The reform on “Five-Certificates-in-One” registration system will begin on time. After the completion of registration of social security for the insured, the enterprises will no longer issue Social Insurance Register separately and inspection and replacement work of Social Insurance Register will be cancelled at the same time.

　　(4) Speeding up enterprise and public institution’s registration process. Application materials have been reduced substantially from seven items to only one item. By simply providing the copies of “Five-Certificates-in-One” business licenses, enterprises can go through the insurance registration.

　　(5) Simplifying agency’s formalities. It has been more convenient and efficient for the enterprises to go through the insurance registration after adopting the Registration Receipt for Social Insurance of the Insured Enterprise automatically generated by systems and confirming signature of enterprises. By far, 1041 “Five-Certificates-in-One” enterprise and public institution have completed their registration for the social security in the urban areas. (Correspondent Liao Xiaozhe)
