After successfully concluding all the conference agenda, the Third Session of the Sixth Yichang People’s Congress closed at Yichang theatre on the morning of Jan. 7th.

　　The third plenary session was held at 8:30 a.m. The conference was presided over by Zhou Ji, the convener of congress presidium routine president. The number of representatives present should be 411, with attendance of 395, in line with the quorum.

　　The executive chairman of the conference, including Zhou Ji, Zhang Jiasheng, Song Wenbao, Liu Xuefu, Wang Wei, Shang Kui, Wu Kangnian, Zhou Qing, Chen Hua, Kong Fusheng and Du Wei, were seated in the front row of the rostrum.

　　The conference, by voting by a show of hands, adopted the names of the scrutineer and the chief scrutineer. Then another meeting was held to conduct election. Before the vote, the staff counted the number of delegates again, and the scrutineer checked the ballot box set in the conference hall and then started distributing ballots, to elect the director of the Municipal Control Commission and the representative of the 13th People’s Congress of Hubei province, Yichang.

　　The voting started at 8:45 am and ended at 8:52 am. After the vote checking, Zhou Ji declared the election was valid and began counting the votes, according to the report of the chief scrutineer.

　　When ballots were tallied up, Zhou Ji presided over the fifth meeting of the presidium of the third session of the sixth Yichang people’s congress, and listened to the report of the chief scrutineer about votes for all the candidates.

　　The closing ceremony of the conference started at 10:20 am.

　　The chief scrutineer reported the result of the election to the session. Zhou Ji announced the election results that Bao Qingfen was elected as the director of Yichang Control Commission and Ding Qingrong was elected as the representative of the 13th People’s Congress of Hubei province, Yichang. Delegates greeted the news with tumultuous applause.

　　The conference was followed by a constitutional oath ceremony. Bao Qingfen, newly elected director of the Municipal Control Commission, solemnly sworn to the constitution.

　　After the swearing-in ceremony, several resolutions were passed on the conference, by voting by a show of hands, including report on the work of the Yichang People’s government, implementation of the national economic and social development plan of Yichang in 2017 and the plan of 2018, implementation of the budget of Yichang in 2017 and the budget of 2018, report on the work of Yichang People’s Congress Standing Committee, report on the work of Yichang Intermediate People’s Court, report on the work of Yichang People’s Procuratorate.

　　After concluding all the conference agenda, Zhou Ji, the secretary of Municipal Party Committee and director of the Municipal People’s Congress Standing Committee, delivered a speech.

　　Zhou Ji said, with the great trust of the people of the city, fellow deputies took over the heavy burden, with a strong political enthusiasm and high mission, and conscientiously fulfilled the duties entrusted by the Constitution and laws. The reports on the work of the People’s government and the People’s Congress Standing Committee was reviewed and adopted. The director of Yichang Control Commission and the representative of the 13th People’s Congress of Hubei province, Yichang were elected by voters. During the conference, many valuable suggestions were put forward, focusing on the important issues concerning reform, development and overall stability of the whole city and the key issues of common concern. It was a meeting with gathered consensus, inspired enthusiasm, exploration and innovation, and integrity.

　　Zhou Ji requested that the newly elected director of the Municipal Control Commission should further improve the political position, take responsibility with action and convey loyalty with burden. Besides, he should resolutely defend the iron discipline and provide the disciplinary guarantee for the reform, development and stability of the whole city. The representatives of the 13th National People’s Congress of each province must cherish the trust of the organizations and people, to earnestly perform their duties and missions.

　　Zhou Ji pointed out that the past year of 2017 was a milestone year in the development process of the Party and the country. Besides, it was also a very extraordinary year for Yichang. Under the scientific guidance of the ideology of Socialism with Chinese Characteristics in the new era of Xi Jinping, the Municipal Party Committee had implemented the five-sphere integrated plan and the four-pronged comprehensive strategy by uniting with and leading residents throughout the city, insisting on a new concept to promote the city’s green development, transition across, and secure a decisive victory in building a moderately prosperous society in all respects so as to make new progress of the city’s economic and social development and all work of the Party building. The National People’s Congress of the whole city and its Standing Committee at all levels placed emphasis on politics, considered the overall situation and worked diligently. And they had done a great deal of fruitful work in the aspects of local legislation, supervision according to law, major decision, personnel appointment and removal, work of NPC representatives, which had made important contributions to the economic and social development and construction of democratic politics of the whole city.

　　Zhou Ji stressed that the year of 2018 marked the first year of implementing of the spirit of the 19th National Congress of the Communist Party of China, which was a crucial year to secure a decisive victory in building a moderately prosperous society in all respects and implement the 13th Five-Year Plan. Being the guiding documents for this year’s work, the reports on the work of the People’s government and other reports which were reviewed and approved at this conference reflected the common desires of the whole city of people. The whole city should be based on a new starting point, focus on new goals and drive to new journey. They should concentrate our thoughts on promoting development and the substantial work to make distinguish achievements and new contributions in the great practice of speeding up the construction of socialist modernization city. They must uphold the Party’s leadership and always firmly adhere to the correct political orientation. They should serve the center task and overall situation and raise the level of fulfilling its responsibilities according to the law. They should strengthen the people’s position and make every effort to improve the well-being of the people. They should keep pace with the trend and continue to improve their style of work.

　　Bao Qingfen, Wang Guobin, Yuan Weidong, Liu Jianxin, Wang Juncheng, Cheng Jianhong, Liu Weiling, Wang Yinghua, Zhou Zhengying, Huang Liming, Lu Jun, Zhang Peng, Liu Hongfu, Xu Wei, Huang Huining, Ma Hongyan, Tan Yeming, Zhang Fawei, Zhang Zhongbin, Bi Kuiming, Luo Yi, Liu Xiaohua, Wang Yuancheng, Liu Youkun, Liu Shaokui, Huang Ge, You Nianjun, Deng Xidong, Zhao Xungang, etc. were seated on the rostrum, along with other members of the presidium, some of the provincial departments in Yichang and principal heads of the troops stationed in Yichang.

　　Representatives from the Provincial Committee of the supervision group came to guide the conference.
