What are the key projects on Yichang education in 2018? What are the highlights of the education reform? It was learned from the Municipal Education Bureau on Jan. 9 that new targets and deployment had been set from preschool education, compulsory education, and senior high school education to special education and higher education. This year, the reform of senior high school entrance examination will be launched, which will eliminate the oversize-class and promote the collectivization school-running of compulsory education.

　　It was introduced Yichang would start the third phase of a three-year action plan for Yichang preschool education in 2018. 20 new kindergartens will be extended to strengthen the construction of supporting kindergartens in urban areas and transferred supervision, so as to improve the coverage of official business and universal kindergartens.

　　The collectivization school-running in school district of compulsory education will be promoted. And it will establish and perfect the resource sharing of primary and secondary school curriculum between urban and rural areas and the mechanism of students growing together, to reach collectivization school-running in school district to 30% and eliminate the oversize-class in the city, with the proportion decreased from 8.1% to less than 5%. Besides, it will construct the integrated moral education system which is guided by the socialist core values to build the brand of moral education in primary and secondary schools. The school’s sports aesthetic education will be strengthened to form “one school and one characteristic”. And the reform of senior high school entrance examination will be launched.

　　At the same time, we will deepen the structural reform of senior high school education and implement the diversified development action plan of common high school in an all-round way. We will explore the new teaching mechanism of course-selection and mobile learning education and the coaching courses of students’ career planning to effectively cope with the new college entrance examination. We will carry out the reform of school-running in common high school district in the way of the “core school” (comprehensive high school in urban) driving “member school” (characteristic high school in urban area and senior high school in county) to promote co-construction and sharing of urban and rural resources and balance development.

　　We will implement the second phase of three-year improvement plan for special education and expand 10 new resource classrooms for learning in regular class, with enrollment rate of compulsory education for three types of disabled children up to 97%. We will accelerate the construction of the new campus of the city’s special schools to fund the affiliated schools of the China Disabled Art Troupe.

　　This year, we will speed up the construction of a modern vocational education system with Yichang characteristics. A morality and technique combined and working-oriented mechanism will be established and a producing and teaching integrated and university-industry cooperated school running pattern will be formed. In this way, more contemporary craftsman will be cultivated for Yichang.

　　The higher education development will be enhanced. Three Gorges Aviation College aims for the approval of the Ministry of Education, and starts enrolling students in the fall of 2018. We will pursue the development of Three Gorges Tourism Vocational College and the transformation development road of Radio and Television University; we will make full efforts to promote the creation of national high-quality junior college education; we should support China Three Gorges University to strive for “Double First-rate” university. In order to introduce colleges and university to run schools and cooperate in Yichang, we will formulate policy measures to promote innovative development of higher education.

　　We will fully promote the education modernization in the region by reforming comprehensive evaluation method of education quality, improving monitoring tools, and improving the quality of monitoring and diagnosing.
