The special activity of employment assistance in 2018 jointly organized by the Municipal Human Resources and Social Security Bureau and the Municipal Disabled People’s Federation is initiated recently on the theme of “employment assistance, hearty help, no poverty-stricken population left behind”.

　　In accordance with the state’s general plan of the National Ministry of Human Resource and Social Security and Provincial Department, the employment assistance activities are divided into two phases: the stage of the concentrated assistance from Jan. 5 to Feb. 5, 2018 and the stage of normal assistance from Feb. 6 to Dec. 31, 2018, to ensure that people with difficulties in finding jobs can be offered one-to-one assistance by “appearing, affirming, aiding, stabilizing for the same person”.

　　There will be 16 job fairs in this assistance activity, including 13 large-scale job fairs, and 3 on-site job fairs in the streets (villages and towns) and communities (villages). The targets of assistance mainly include people with difficulties in finding jobs, people with disabilities registered for unemployment and people who meet the qualification of having difficulty in finding jobs workers belong to over-capacities, poor labor force who have established archive and registered a card in rural areas, and workers in the company stopped production and shut down for a long period of time. The vast number of job-seekers can inquire this job fair arrangement through the public recruitment network in Hubei province, the website of the labor and employment administration bureau of Yichang, and WeChat subscription of Yichang employment. In order to fully implement the special activity of employment assistance, the city will carry out a number of new measures to better help employers with difficulties in finding jobs to obtain employment or start their own businesses.

　　The employment assistance commissioner will carry out one-to-one targeted services. To ensure that each employment assistance recipient has an employment specialist tied to support, timely delivery position information, training information and employment assistance policy, all the streets communities organize employment assistance specialist team with strong capability and professional proficient, to ensure that recipients tied to support participate in at least one special job fair or one vocational training. And at least one person is employed within one month for zero-employment families.

　　The employment assistance card will be given out. We will integrate employment assistance content and print the Yichang employment assistance card of 2018 so as to identify the employment service specialist of recipients. The Card will be given out to people with difficulties in finding jobs by home visits, large-scale job fairs and other opportunities, to inform that they can free to enjoy the services for job hunting, training, occupation guidance, business loans and other employment and entrepreneurship program, ensuring the cards in almost everyone’s pocket.

　　Many special job fairs will be held with different forms and levels. Recruitment activities of employment assistance month are combined with solving the employment of key enterprises, promoting local employment, helping poverty alleviation, and resolving the resettlement of overcapacity workers. We will continue to implement the “assistant system of Human Resources Minister” by in-deep visiting jurisdiction enterprises in advance, doing research on enterprise employment, and collecting position information widely. Job fairs themed on employment assistance month will be held by adopting urban linkage, districts and counties banding together, getting involved in community, square recruitment, and Internet recruitment.

　　Home-delivery service will be provided for the selected training programs. The activities of “sending training to the streets of towns and villages, community groups” are widely carried out by designated agencies relying on employment training. By selecting training majors of covenant lite, easily to master and employment, teaching places will be established in villages, mobile classes and technical evening schools through the order, orientation, fixed-post training, to run training classes near the house of people experiencing difficulties. The Municipal Human Resources and Social Security Bureau and the Municipal Disabled People’s Federation will jointly carry out one or two training classes of employment skills or entrepreneurship for the disabled, to help people with disabilities to grasp professional skill and successful employment and entrepreneurship.

　　Online assistance will be offered by utilizing online employment bureau. The city and county-level public service agency for employment will vigorously promote management system of Yichang online employment bureau by carrying out job recruitment, employment and unemployment registration, training application, and jobless claims through the Internet in order to save time for recipients and enhance the working efficiency of the employment assistance.

　　We will fully implement the policy on employment and entrepreneurship assistance. The social insurance subsidy, job subsidy, training subsidy, entrepreneurship subsidy and other preferential policies will be put into practice to encourage enterprises use subsidy funds to avoid or control cutting down of employees and carry out staff training to improve the skills that the enterprises need. And they can enjoy the subsidy of skills upgrading according to the regulation. As a result, the quality of employment will be constantly raised. (Correspondent Li Jun)
