  “It’s really convenient. I was confused as to how many departments should I visit and how many approvals should I obtain if I want to start a company. However, as I opened the website of integrated services, all procedures were clearly presented, and it was as easy as looking up a word in the dictionary,” said Yang Jian, general manager of Juran Wood-Plastic House.

  The reporter learns that integrated services are another move in China (Hubei) Pilot Free Trade Zone Yichang Area (hereinafter referred to as Yichang Area). In the spirit of better serving enterprises and the public, Yichang Area has disentangled all the items related to approval services and presented them in the form of a flowchart so that people can understand easily. Besides, all the services handled in the comprehensive service hall of Yichang Area are marked green so that people can click and enter into the online processing interface directly. The applicants are also reminded of the departments where they should go to for matters that are not handled in the hall.

  Take starting an import and export enterprise for example. The first procedure is to undertake industrial and commercial registration, which is followed by engraving the seal. After that, the needed procedures are the recording of declaration enterprises, the registration of foreign exchange receipts and payments enterprises, the recording of foreign trade operators, the management of tax matters, the recording of the certificate of origin of enterprises and the opening of a bank account. The above procedures can be performed simultaneously. The last procedures are the registration of the customs declaration enterprises and the electronic port certificate.

  With the “window for all matters”, the indiscriminate approval service model, the applicant can hand in all the application materials for approval through any window in the comprehensive service hall. The materials will be circulated among departments in turn backstage, completing the whole chain of approval just as if it was on the assembly line and truly realizing one window for one set of materials and all matters.

  Fu Jinglong, deputy director of the Government Affairs Service Bureau of the area, said that the integrated services streamlined approval procedures and really made them simple and comfortable for the public.
