“Green License Plate” Vehicles Start to Run on Yichang’s Road

  It has been firstly referred to in this year’s government work report that “the alternative project of clean energy cars is encouraged in the environmental priority areas”.

  The end of last year witnessed the “opening” of license plate for the clean energy vehicles in our city. By far, there have already been 156 early adopters.

  As the pioneers for promoting the clean energy vehicles, how do they feel after using those cars? Is there any suggestion for promoting this kind of cars in Yichang?

  156 Vehicle Owners Firstly Got the Green License Plate

  On January 16th, a claret BYD Tang parked at the parking lot of Yichang Changhang Hospital. Compared with ordinary blue plate vehicles, the green license plate on this car looked remarkable.

  On December 28th, the license plate for the clean energy car was opened. On the very day, Ma Rui, one of the car owners who waited on the scene, was the third to get the license plate.

  “Perhaps it is so early that many people have got ‘leopard number’.” said Ma Rui, he was quite satisfied with his license plate “鄂EF39999”. He also added that the others in the same batch, such as “鄂ED28898”, “鄂E16000D; were also quite good.

  After waiting for nearly half a month, Ma Rui finally got his new license plate in Vehicle Administration in Yichang on January 12th. It was something new for people when he drove the newly-plated car on the road for the first time. And a policeman even camp up and had a chat with Ma Rui when he waited for the red light at Three Ring Square. “The policeman said that the main color green for the new license plate has a good meaning.” Ma Rui recalled.

  It is informed that Yichang has firstly opened 130,000 plate numbers for the clean energy cars and by the end of January 12th, 156 pieces have been released.

  Along with Ma Rui who obtained the license plate was Song Wei. As the group leader of “Yichang New Energy Vehicle Club”, this time he got registered for his third clean energy car.

  “The former two cars were all hybrids while the newly-plated one is pure electric.” said Song Wei, he used to have concern with the pure electrics, fearing the battery was quick to drain and charging cars was inconvenient. So it made him free from anxiety by preparing some fuel.

  However, with gradual maturation of technology and constant improvement of charging infrastructure, car owners become bolder and bolder. “The clean energy cars we bought in the past were mostly for the improved purposes, but now they are just for rigid demand.” said Ma Rui with a smile. He is just one of them.

  Clean Energy Cars Have Clear-cut Advantages

  Though many residents still take a wait-and-see attitude, the early adopters all think that the clean energy cars are good.

  “This is the first clean energy car I’ve used. Now it is still fine although a year has pasted.” Following Ma Rui, the reporter also had a taste of this kind of car.

  Starting from Changhang Hospital, the car swerved at the Thirteen Port and then returned to Dongshan Road. There was almost no noise throughout the journey and speed-up was steady and fast.

  Is clean energy car really useful? Song Wei might have a say, for he have bought it three times.

  In December 2015, Song Wei bought his first clean energy car called BYD. Qin, and established a QQ group named “Yichang New Energy Vehicle Club”.

  At that time, Yichang residents who used clean energy cars were still few. Even those early adopters were also worried about the technology of this kind of cars, the durability of its batteries and convenience of charging. “The most common expressions in that group then was ‘change it if it isn’t good’.” Song Wei said frankly.

  But things went out of control and were beyond Song Wei’s expectations. “Apart from those obvious advantages such as energy conservation and emission reduction, the clean energy cars are also low in costs” Song Wei said. He also added that although the clean energy cars are more expensive than ordinary petrol vehicles if without subsidies, the unit price is much cheaper. With only 10 kWh for 70 kilometers, his car costs less than 0.1 yuan per kilometer.

  Due to economic considerations, more and more people enrolled this QQ group. “A car owner travels to and fro between Jiangshan Jingyuan and Sansanling project every day and earns back the price difference just within a year.”

  In July 2016, Song Wei made a purchase for his second clean energy car. This modified version of SUV had its batteries removed from the trunk to the bottom of the car, which saved the storage space. Besides, the temperature control manager was added to ensure steady operation in the extreme weather.

  An Appeal for More Preferential Policies

  In order to make the residents less restrained and achieve successful promotion of the clean energy cars, Yichang has constantly speeded up the infrastructure construction such as charging points.

  For example, the Municipal Planning Bureau in Yichang has formulated “Special Implantation Plan on Yichang Electric Cars Charging Infrastructure”; Yichang Power Supply Company has invested and built charging stations in high-speed services areas under the jurisdiction of Yichang urban areas; Yichang Municipal Commission of City Management has built equipped-parking places in the public parking lots in proportion and constructed charging facilities; Yichang Price Bureau has set standards for charging services of the electric cars…

  In addition, the clean energy car owners unanimously appealed that preferential policies should be issued so as to better motivate residents to use clean energy cars.

  In Beijing, the ordinary petrol cars are always troubled by the number limit. But the pure electric buses can go anywhere at any time without tail number limit.

  In Shanghai, the credit system has been the prerequisite for car-buying. Ordinary consumers can enjoy license free policy when buying the clean energy cars while the credit-losers will be placed on a “blacklist”.

  In Shenzhen, the carbon measurement account and measurement method of carbon emission reduction have been established and improved in light of the principle of energy conservation and emission reduction. Car owners whose carbon emission reduction has built up to a certain amount can even sell to others.

  In Xi’an, when an individual buys new energy vehicles, he will enjoy the full subsidy of the compulsory insurance fiscally. And there will also be subsidies for installation of self-charging facilities and charging fees.

  In other places like Chengdu, TaiYuan and Zhengzhou, cars that hang the license plates for clean energy ones can enjoy fees relief policies in the parking lots…

  “Although the local residents can’t get subsides directly when buying clean energy cars, we will learn from other pilot cities to issue some incentives according to the local conditions to let the early adopters enjoy really benefits.” That is what the car owners are looking forward to.

  Free Charge for the Whole Process of Installing Electric Charging Facilities

  Good news for the clean energy car owners! Residents both in the urban and rural areas will be free of charge if installing electric charging facilities via Yichang Power Supply Company.

  Preparations for installation: ID card, household register, property certificates for fixed parking spaces, proof of ownership of the unit and approval for the use of the electric charging facilities issued by the property manager.

  Fees for installation: Make a purchase for electric charging facilities (usually they are matched with the car), pay for installation, design and construction of line from the charging facilities to switch house, leaving behind the rest to be subsidized by the Power Supply Company. The charging price is in line with the living electricity price, and tiered pricing is not allowed.

  Ordinary electric charging facilities cannot meet the fast charging demands of few clean energy cars. So if installed, they need to be matched with high-voltage charging facilities accordingly. (Reporter Yang Jing)
