On January 29th,the reporter learned from the municipal industrialand commercialdepartment that January 25th was “the last day ofthe first month”when the “cloud signature” mode of whole-process electrification of enterprise registration inthe city had been in on-line operation atthe industrial and commercial window of the municipal government affairs service center. Companies set upin Yichang no longeruse thepaper "handwritten signature" or physical "UKEY" signature, instead of using the Internet "cloud signature". This innovation further reduced the cost of entrepreneurship and contributed to stimulating the public enthusiasm. For the month, more than 100 enterprises completed the online whole-process electronic registration through “cloud signature”. After successfully submitted, they could be basicallyconcluded within one workday.

　　From “Handwriting” to “Cloud Signature”: The Whole-Process Electrification of Enterprise Registration Deepening.

　　Commissioned byprovincial industrial and commercial bureausince 2015, our city, as the pilot, has been exploring the whole-process electrificationreform of enterprise registration and it first builtthe whole-process electrificationregistration platform intheMidwestof China in 2016.

　　The industrial and commercial department changedfrom paper application material of business promotionin the past to the online electronic application, which initially realized “let the masses run lesserrands and let the data run more” and made more and more enterprises enjoy the convenience brought by thewhole-processelectronic registration, thus making the whole-process electronic registration of enterprise prevail among the people.

　　However, under the conditions at that time, there existedthe short-board problem of “signature”methods in the whole-process electrification. Changing from traditional handwritten signature and corporate seal to electronic signaturewasdifficult to guarantee the legitimacy and security. In addition,it involved the problem ofenterprise cost, and there were not many optional technical means.

　　In order to solve the problem of electronic signature, our city selected the digital certificate of CFCA at that time. The certificate wascertified by the Ministry of Industry and Information Technology and most of the banks wereinvolvedin the use of the certificate. It was nearly zero cost andat the same time guaranteed validity and security of the electronic signature.

　　Since there was still a need for holding digital certificates (that is, UKEY, which is normally similar to the USB-stick) issued by the supporting banks, especially because of certainfactors, some banks failedtoexchange data with CFCA, which affected the use of certificates.Therefore,many enterprisesstill felt less convenient, and there wasan urgent need for increasing signature methods.

　　Under the common desire of speeding up the "Internet +" government service, the City Intelligence Office and the CityAdministration ofIndustry and Commerce further intensified their cooperation. The City Intelligence Office vigorously supported the whole-process electronicpilot workof enterprise registration promoted by the industrial and commercial department,provided the platform withresources such as identities,residences and so on by using its own data advantages, paid attention to the business registration data, the sharing and demonstration work between the electronic signature mode of registration and other departments in the city. Finally,both sides focused on and supplementedthe "cloudsignature" electronic signature mode,which could effectively improve the inconvenience in using UKEY signature.

　　How to use "cloud signature"? How to achieve a valid signature? JianLongjian, the deputy director of theregistration branchbureau of city industrialand commercial bureau, introducedto the reporterthat the realization of "cloud signature" only required2 steps:"facescan" and "code scan".

　　With "cloud signature" mode of Yichangpeople don’t haveto go to the bank to check out thephysical UKEY, what they have to do is to download Yichang CitizenE-homeAPPof fromthe electronic platform via smart phones. After the register, login and complementof theadvanced real-name authenticationthroughthe face scanmethod,people candirectly make claims for free on theirphones’ current page,determinetheir own medium freesignature tools, and thensign signaturesthrough the two-dimensional code scannerof Citizen E-home.

　　The softwareconfirms users’true identitiesthrough the relevant big data comparisonafter scanning their faces, and then users authorize signaturesthrough theway of"codescan"after claiming medium free signature tools. The tool has beencertified by athird-party, therefore, it hasstrong securityand legitimacy, and the relevant service charges arepaid by the municipal government.

　　According to reports, the "cloud signature" mode of Yichang was firstin trail operation in theregistration enterprises of theindustrial and commercial windowof the city affairs service center and the applicants can use it after logging inthecity industrialand commercial bureauportal or the updated Yichang affairs service network. At the same time, except that the whole-processelectronic registration module, which was set by the formercompanies, branch offices, individual industrial and commercial households,has gone on line, thewhole-process electronic registration module, whichwas set bysole proprietorshipsandpartnershipenterprises, will also be in trail operationat the business window of Yichang Free Trade Zone. Aftermaking modificationsand improvementsaccording to the trial operation, it will also be formally put into operation in all counties and cities.

　　“Breakthrough" and "Promotion” “Internet +” Government Affairs Services Continuing to Deepen

　　Hu Yichun,thechief engineer of the City Intelligence Office, believedthat business registration,largeinthe volume ofbusinesses and the amount of information,had high requirementsforlegalefficiency andstrong data interaction with other departments, and provided bases and references for the establishment ofother departments’ relevant platformin thecity,throughthe application of the whole-processelectronic platform of industrial andcommercial departmentsand Yichang mediumfree“cloudsignature”method. The trial operationalso played a significant role in promoting the "Internet +" governmentaffairsservices in the city.

　　Jianlong Jian, the main founder of full process electrificationand deputy director of Yichang theregistration branchbureau of city industrialand commercial bureau said,"In the past, our 'One-Click' was mainly to help enterprises solve the problem of preparing information, and enterprises still needed to hand inmaterials to the site; in 2016, companies didnot need to go to the scene to hand in materials, but they still needed to hold the new signature UKEY or tocheckout it in supporting banks; however, Yichang “cloud signature”is separated from the physical UKEY, so applicantscan easily completethe collection of digital certificates andthe signature of electronic platform by usingtheir own smart phones at home, which is a major breakthrough for our Internet + governmentaffairsservices.It is foreseeable that more companies will adopt the mode ofwhole-process electronic registration.”

　　It was understood that in order to create a good business environment, focusing on the core facilitation objectives of “streamline administration, institute decentralization”and “lower the threshold, reduce links”and so on, Yichangwas the first pilotcityto explore the "three certificatesissuingsimultaneously ", "photostaking first, certificates applying later”and “simple logout”in the province. And it was the first in the country to explore a series of registration system reform and work innovation, such as" threecertificatesin one "ofbusiness registration,“two certificates in one " of individual industrial and commercial households and so on.
