On Feb. 9th, Hubei Sanning’s project of relocation and transformation was initiated in Yichang, which has set a demonstration to the chemical enterprises located in 1 kilometer of Yangtze River that has successfully “cleared to zero” in 3 years, and promoted the enterprises to move toward “High-grade, Precision, Advanced”, so as to achieve a higher quality development. Catching the project construction wins the initiative of economic development. Hubei Sanning Relocation and Transformation Project, with total investment of 10 billion yuan, adopt the relocation and technical reform to realize transformation development, which has set an important demonstration to improve the quality and efficiency of chemical industry, so as to lead more enterprises to seize the opportunity of reforming technology and push them to the mid-and-high end. Departments of all levels should adhere to the concepts of closing to business, respecting business and treasuring business so that the enterprises can do reassuring investment and assured development for our high-quality service. 　　As one of the three chemical enterprises in Yichang, Hubei Sanning invest 10 billion yuan to develop relocation and transformation again, which aims at promoting the industries to move toward “High-grade, Precision, Advanced”. “Relocation” means eliminating the Urea plant that has backward technology and neighbors the Yangtze River, which has set a demonstration to the chemical enterprises located in 1 kilometer of Yangtze River that successfully “clear” in 3 years. Last December, after 6 months preliminary work, Yichang Tian Tian Chemical CO. Ltd., the subsidiary of Hubei Sanning, cause a total lost of 350 million yuan, then shut down and dismantled.

　　The “transformation” of the company depends on the technology strength of China National Chemical Engineering Group Corporation, sets up a first class project construction team, adopts the most advanced structure, the most rigorous security system and the most strictly quality assurance system so that establish Yaojiagang Chemical Park as the intelligentization garden chemical industry. In the chemical industries of the Park, the technology content of products and the added value is improved at the same time, which would be applied to High-end textile service industry so as to make up the domestic gap. Meanwhile, the circular industry chain will be formed in the Park, which bring about 18 billion yuan to the regional related industries.

　　The reporter learned that the Relocation and Transformation of Hubei Sanning aims at implementing Supply Side Structure Reforms deeply, promoting the “close, relocation, transformation” of chemical industries, focusing on decreasing the total amount and improving the quality. Last year, Yichang closed some chemical industries to reduce the total amount, the first batch of which had shut down 25 chemical enterprises according to law, so the output value of Yichang’s chemical industry accounted for the city’s industry share decreased from 31.2% in 2016 to 20.3%. On the same time, it has improved the quality with “relocation and transformation”, after a year’s efforts, the city’s traditional chemical industry accounted for the chemical industry output value chemical declined 1.2%, and the fine chemicals has been improved to 20.3%.

In the opening activity, 16.8 billion yuan is invested in 9 projects, such as Hubei Sanning Relocation and Transformation, Hubei Yutian Bali, Jiangsheng New Energy, Ternary Cathode Material, Maysun Intelligent Terminal, Ryan Photoelectric Touch Screen and Optical Glass, Baikang Photoelectric Camera Module and Fingerprint Module, Sono Electronics, New Polycarbonate Material, all of which would promote Yichang’s investment and local investment on technology reform to a new level, speed up kinetic energy conversion, so as to achieve a higher quality development.
