On March 1st, it is informed from the Yichang “Enterprise Cluster Registration” reform press conference jointly held by Yichang Administration of Industry and Commerce and Yichang Free Trade Zone Management Committee that enterprises cluster registration has been formally carried out from this day. This signifies the official start of a new business model in Yichang--- running enterprises without independent workplaces, another significant initiative in the field of Yichang’s reform of the residence registration system of enterprises.

　　Cluster registration refers to a registration model in which several micro start-ups that are not equipped with independent residences (sites for business operation) or independent business conditions can realize registration on the basis of residences (sites for business operation) and relevant business conditions shared by the same place, and eventually achieve concentrated development of enterprises cluster. And its core is the shared usage of enterprises residences (sites for business operation).

　　“The new policy has further relaxed restrictions on enterprises residence registration, simplified registration procedures and lowered the entry threshold and management costs for small and medium-sized enterprises. This will further arouse the enthusiasm of ’mass entrepreneurship and innovation’”. According to Cai Yixing, deputy director of Yichang Administration of Industry and Commerce, enterprises residence registration has long been the difficult and key points in business system reform. In the past, in order to register, enterprises have to certify fixed offices or sites for business operation and then provide relevant proofs of place. However, many small and micro enterprises can’t afford to buy or rent independent workplaces or sites for business operation at the initial stage. And there are also a lot of emerging industries such as Mobile Internet, E-commerce, Internet service industry etc who are mainly engaged in Online business activities and don’t need independent workplaces. “Cluster Registration” in this aspect has broken the restriction and provided favorable conditions for entrepreneurship and innovation.

　　It is reported that cluster registration includes but is not limited to residences provided in the following ways: office stations independently used or shared by several enterprises; production and operation stations independently used or shared by several enterprises; production workshops and workplaces shared by several enterprises; places not actually settled in and entrusted by many enterprises mainly to communicate with others.

　　In the press conference, Yichang Administration of Industry and Commerce High-tech Zone Branch issued the business license to Yichang Jingdong Yishi Business Secretary Co., Ltd. As the Jingdong’s first business secretary company registered in Hubei, Jingdong Yishi becomes Yichang’s first cluster host enterprise after the implementation of the interim measures with its entry of Yichang Free Trade Zone this time.
