Recently, the Hi-tech Zone (included in the FTZ) in Yichang has unveiled the measures taken for talents allowance of PhD graduates and postgraduates working for enterprises.

　　It is reported that the enterprises which have recruited full-time PhD graduates (graduates with a doctoral degree) and postgraduates in this zone are entitled to apply for the allowance. Full-time PhD graduates can receive twenty-four thousand yuan per capital per year in a row of three years; and the postgraduates can obtain twelve thousand yuan per capital per year in a row of three years. Both PhD graduates and postgraduates need to apply to it by year.

　　Enterprises with independent legal person qualification (excluding party offices and public institutions), which have registered in the Trade and Industry Bureau of the Zone, are qualified to apply for the allowance. The new-recruited PhD graduates and postgraduates must be insured according to the regulations in this zone and pay for at least one year of social insurance (excluding those who have made a supplementary payment). The time span available for applicants is from the July 1^stto October 31^st.

　　At the same time, every recruited PhD graduate / postgraduate can enjoy the allowance only once (three times are needed to apply for it) and repeated application is forbidden. The applicants who have applied for this allowance once or twice in the enterprises of the Hi-tech Zone can make their second or third time of application so long as they can meet the standards. The applicants who have received this talents allowance are not allowed to apply for the living allowance for high-end creative talents by Three Gorges Talents Projectimplemented in Hi-tech Zone in Yichang. And the applicants for 2018 talents allowance must provide the social insurance individual payment certificate which insured the person from the July of 2017 to the following year (expiring on September 30^thof 2018).
