Recently, Yichang Free Trade Area took the alloy manufacturing project of Hubei Wuhuan OUKE Manufacturing Technology Co. Ltd as a pilot investment project with the new assessment mode of “the multi-evaluations in one + regional comprehensive assessment”. At present, the preparation of evaluation materials has been basically completed, and the approval of relevant assessment is about to begin. It is expected that the process time will be compressed from 38 working days to 12.

　　It is an innovation of “the multi-evaluations in one + regional comprehensive assessment”for Yichang Free Trade Area to deepen reform of streamlining administration，delegating powers and improving regulation and services. The eight evaluations in one, i.e. the evaluation of energy-saving, environmental impact, soil and water conservation, mineral resources overlaid, preservation of cultural relics, geological hazard, seismic safety and climatic feasibility are to be assessed at the same time when an investment project needs to be declared for approval.

　　Regional comprehensive assessment means that the government delegates a third-party organization to carry out relevant assessments to the standardization of the industrial park, and the investment projects in the park conforming to the functional orientation planning are no longer evaluated individually. For now, Yichang Free Trade Area has broken the policy obstacles and promulgated relevant measures. Meanwhile, the third-party institutions are entrusted with the preparation of three regional assessment reports on Soil and water conservation, mineral resources overlaid and geological hazard. If so, all enterprises involved could enjoy the fruit of the report.

　　Fu Jinglong, deputy director of Government Services Bureau of Yichang Free Trade Area, introduced the “the multi-evaluations in one+ regional comprehensive assessment” mode as following: first, “the multi-evaluations in one” window in comprehensive service hall deals with the consultation and application of enterprises, then under unified evaluation, and finally responds together. The service window will inform enterprises of all evaluation materials that requires at one time when they are consulting, and all subsequent works will be finished at this window after receiving the declaration materials.

　　The tandem approval is changed into the concurrent approval. In the past, project reviews tended to work like a loop, and sometimes they even conditioned each other, thus leading to the stagnation of project approval. Now, through the elimination of the drawbacks of the mechanism, "the multi-evaluations in one" service window can carry out all the evaluation items synchronously, which greatly shortens the time limit for business operations.

　　“I do it for you Window” is now replacing the previous way of “You do it all by yourself”. Through "the multi-evaluations in one" window, the situation where each department handles business separately and dispersedly no longer exists. Instead, all departments and experts participate in field inspections and review together. At the same time, "the multi-evaluations in one” service window will also provide unified feedback to the project construction programme after collecting the approval opinions from various departments.

　　Zhang Xinman, vice chairman of Wuhuan OUKE said, "Enterprises just need to go to one window to complete all evaluation items, and avoid the problems of coming to be evaluated many times and by many departments. The most important thing is that the time limit can be reduced by more than half, which helps to save enterprises a lot of time.

　　In addition, the cost of related evaluation is included in unified financial budget of the government as the enterprises enjoy the benefits.
