New Direct Service Measures of People-centered Governance

  On March 7th, it's informed from the Yichang Civil Affairs Work Conference that Yichang civil affairs system will continue to open “through trains” direct services of people-centered governance in five areas this year, including poverty alleviation, impoverished students assistance, medical relief, the elderly, support and disasters mitigation, so as to solve practical problems for people.

  Poverty-lifting Direct Services: to implement the three-year action plan of “Three Assistances and One Minimum-guarantee” to crack on poverty elimination. In 2018, Yichang Civil Affairs Bureau plans to raise one billion yuan to implement the minimum-guarantee through medical assistance, temporary assistance, and charity assistance to lift 600,000 people out of poverty.

  Impoverished-Students-aiding Direct Services: Yichang Civil Affairs Bureau designs to raise four million yuan to set up 20 Charity Sunshine Classes in order to help 800~1,000 Extraordinarily Poor but Excellent Students into key senior high schools, to allocate .5000 yuan subsistence allowances to Yichang students who are orphans but have passed the university entrance examinations or 2000 yuan to those whose families are receiving the minimum living standard subsidy from Yichang Civil Affairs Bureau but have been enrolled by colleges and universities.

  Medical Assistance Direct Services: Yichang Civil Affairs Bureau intends to collectively accept and cure 1,000 patients with severe mental disorders in poor families and provide them with one-year free outpatient medicines; besides, 2.7 million yuan will be raised to provide a short-term free treatment for 900 key entitled groups; and medical relief fund and medicines worth about 30 million yuan will be raised to implement special medical assistance programs such as Gleevec , Becoic, Irenesa, Smile Train, and Special Care for Patients with Infectious Diseases etc., thus continuously promoting the comprehensive reform of medical service.

  Elderly-assisting Direct Services: 2.3 million yuan will be raised to purchase accidental insurance for 175,000 elder people over 60 years old in the main urban areas; and ten million yuan lottery welfare fund will be raised to establish five demonstration community home care service centers in urban areas. By using the loan from Asian Development Bank (ADB), Yichang Civil Affairs Bureau intends to invest 2.528 billion yuan for building 18 new elderly care service centers, with 4,200 newly-added beds, thus making Yichang a comprehensive elderly care demonstrational model for supporting the elderly, characterized with family life as basis, community as supporting factor, institution as supplement, a combination of medical-nursing with services, and a coverage of both urban and rural areas.

  Disaster-mitigating Direct Services: Yichang Civil Affairs Bureau will raise funds to purchase natural disaster comprehensive insurance for 835,000 rural houses and 3.57 million residents.

  It's informed that Yichang civil affairs system has raised 61,362,200 yuan in total through the “People-centered Governance Direct Services” activities last year, and made great efforts to complete ten people-benefiting practical works, benefiting 73,100 people in straitened circumstances and entitled groups. From 2008 to the end of 2017, the “People-centered Governance Direct Services” has gone through ten years' exploration, and has accumulatively raised 769 million yuan in all, helping 1.0431 million people out of straitened circumstances.
