Yichang Issues 12365 Human Rights Report in 2017

  On March 16th, according to Yichang Municipal Administration of Quality and Technology Supervision, its grid center had dealt with 1647 pieces of all kinds of Inquiries, complaints and reports in 2017. Among that 441 are complaints and reports, which is an increase of 86 compared with last year, with year-on-year growth of 24%. 1206 pieces of consulting business have been dealt with and 119 pieces had been added compared with last year, with year-on-year growth of 11%.

  “12365” is a comprehensive service platform that integrates complaints and reports dealing, consulting services and information transference into one. 12365 Report Disposal Command Center of Yichang Municipal Administration of Quality and Technology Supervision is Yichang’s comprehensive service platform integrating complaints and reports dealing, consulting services and information transference into one. It is responsible for the complaints and reports of such aspects as product quality, measurement, and standardization, special equipment in Yichang and also the transfer and processing work.

  Statistics shows that among the complaints and reports 355 pieces are concerning special equipment. Complaints about elevators account for 80% and major problems are of no signs, elevator trap, elevator slide, shutdown, big noise, etc. There are 39 pieces regarding product quality, mainly complaining problems like automobile three-guarantee disputes, architectural ceramic tile quality and textile and garment quality. And 31 pieces are for public measurement, mainly reflecting problems of measuring instrument accuracy such as tankers, taximeters and scales of the market.

  As to the elevator problems of greatest concern, staff at Yichang Municipal Administration of Quality and Technology Supervision said that annual inspection must be conducted at one time a year. If qualified, inspection mark will be issued and posted inside the elevator. If there is no mark or the inspection time is out of date, citizens can directly report to 12365. And the elevators must be equipped with three security devices at least. Once citizens get stuck in the elevator, they are supposed to press the emergency alarm button at first and then get in touch with property company staff on duty; secondly, they can dial the rescue call of maintenance unit posted inside the elevator; if not, they can dial 110 at once, seeking help from the professional staff. If they are really unable to keep in contact with the outside world, they can knock at the door of elevator with hard objects such as belt buckles or the bottom of high-heeled shoes to attract the attention of people outside. Under no circumstances should the citizens do such dangerous things as climbing the top of the elevator at their own discretion or forcibly pushing aside the elevator’s door.
