Yichang to Attract 100,000 College Graduates in 3 Years

  (Reporter: Gao Wei,He Guanying;Correspondent: Wei Lihong) Recently, Yichanghas,as part of its economic work, issued The Implementation Opinions on Further Guiding and Encouraging College Graduates to Work at the Grass-roots Level, planningto attract 100,000 college graduates inthree years to settle down in Yichang.

  According to the Opinions, college graduates will enjoy more convenience in settlement and housing at an early stage in Yichang. With graduation certificates, they can apply to settle down together with their spouses, minor children, and parents. Graduates who have graduated for less than 2 years enjoy priorities according to the public rental housing policies. To be specific, full-time college (including higher vocational colleges) graduates, and those postgraduates with a master’s or doctoral degree are exempted from the rent by 50% and 60% respectively, and those living in rental houses will still be subsidized at the same standard. And those who have graduated within 5 years will be able to enjoy a subsistence allowance of no less than 500 yuan per person per month in no more than 3 years if employed or self-employed for over one year for the first time in cities, counties and districts.

  College graduates are encouraged to innovate and start up business at the grass rootlevel. For those interested in starting a business, in self-employment or online entrepreneurship, or establishing a social organization, the city government will strictly implement related support policies such as business start-up loans, one-time business subsidies, and tax breaks. Those who have newly graduated, if employed by small or micro firms, will receive social insurance subsidies and subsidies for vocational training. In the past three years, the city has provided a financial support of 23.59 million yuan for 3,669 college graduates to start up businesses.

  On the basis of those traditional service projects, the “rural revitalization specialist posts”will be set up centering on the implementation of the strategy for rural revitalization. For those university graduates native to Yichang or having lived in Yichang for a long time will be recruited and appointed on the scale of 3 to 5 people each year in each township, and the relevant management policy will be carried out according to the “three supports and one alleviation”. And “University Students Poverty Alleviation Village Officials”will also be recruited from college students who were born or live in Yichang for a long time to be engaged in specific poverty alleviation work for a period of three years. The relevant management policy is similar to that for the college graduate village officer.

  During their grass rootservice, a “Grassroots College Student Development Plan”will be tailor-made for university graduates, and relevant development channels will be opened up to them by encouraging those local authorities to select outstanding graduates to become leaders of those counties and towns. By the end of their employment, counties and the urban areas will sort out vacancies in public institutions to recruit college graduates only.

  It is learned that over the past five years, the city has formulated and implemented a series of policies to attract college graduates and promote innovations and employment, which have worked effectively. As a result, 81,000 college graduates are newly employed and the total number of employee with college diplomas reaches 438,000.
