It is informed from Yichang Development and Reform Commission that Yichang urban cruise taxi pricing will implement new standard from April 15th according tothe Notice of the Municipal Development and Reform Commission on Adjusting Taxi Price in Yichang and Related Matters. And the starting price will be adjusted to eight yuan two kilometers, 1.6 yuan per km for distance over two kilometers.

　　Starting price and km rent for urban cruise taxis are: eight yuan two kilometers for the starting price; 1.6 yuan per km for the part exceeding two kilometers.（0.8 yuan per 500 meters）

　　Re-positioning surcharge: for one-way passengers over nine kilometers, 50% re-positioning surcharge will be added from the tenth kilometer, namely, rent per km ×（1＋50％）.

　　Waiting fare: Passengers can enjoy five minutes waiting time for free. If exceeds, 0.5 yuan will be surcharged per minute, including the part less than one minute. If taxis run at less than 12 km per hour owing to bad road conditions, the running time will also be charged as the waiting time does.

　　Night driving fare: from 23pm to 5pm next day (including 5pm), 40% night driving fare will be surcharged in line with the km rent, that is , rent per km×（1＋40％）. If both the re-positioning surcharge and night driving fare exist, the sum will be charged.

　　Road, bridge toll fees: paid by passengers according to the real amount.

　　Freight linkage: when fuel price fluctuation severely affects the taxis’ operation cost, it can be solved by adding fuel surcharge to the basic fare. The detailed surcharge standard and execution time will be carried out after Yichang Municipal Commission of Transport proposes a plan and gain examination and approval of the municipal government with Yichang Municipal Commission of Development and Reform.

　　he execution object for this time’s price adjustment: cruise taxi operators for Yichang urban areas (including Yiling District). During the adjusting period for taximeters, cruise taxis without adjustment will continue to carry out the original price standard. Taximeters must be used within the urban build-up areas and the specific scope remains to be confirmed by Yichang Municipal Commission Of Transport.

　　According to Yichang Road Transportation Department, taxis have experienced price adjustment four times, and this is the fifth one.

　　Before July, 1997, Yichang taxi pricing was defined according to the vehicle rank, with the starting price for taxis like Fukang, Santana 10 yuan per 3 km, Charade 8 yuan per 3 km and Alto 7 yuan per 3 km.

　　On June 30th, 1997, Yichang lowered down its taxis price for the first time. According to the price control department, the prices for above-mentioned taxis would be lowered to eight yuan, six yuan and five yuan respectively from July 1st.

　　Two months later, the price control department issued another document, regulating that the starting price for all taxis in Yichang would be decreased to five yuan from Oct., 10th,1997.

　　In October 2004, segmented pricing was implemented for the starting price, namely, three yuan for one km, four yuan for two km and five yuan for three km but the km rent remains 1.2 yuan. Beside,0.5 yuan would be added for the fuel surcharge.

　　On October 15th, 2010, new standards were carried out for urban taxi prices. The starting price for taxis was set at six yuan for two km and 0.5 yuan for fuel surcharge was canceled. （Reporter Yuan Xuemei, correspondent Liping）
