Free Resident’s ID Card for First-time Applicants. If Paid, Get Refund.

  On the morning of April 12th, in the census register hall of Xiling Police Station, Xiling District Public Security Bureau, Mr. Pi was accompanying his daughter to handle the second-generation resident’s ID card application procedures. Meanwhile, they got a refund of 20-yuan card-making cost already paid. This policy won Mr. Pi’s high praises.

  Wu Weihua, director of the Census Administration Management Branch Yichang Public Order Division, introduced that according to the executive meeting of the State Council held on April 4th, residents can apply for the ID card free of card-making cost charge after April 1st. The Yichang Municipal public security organs have strictly implemented the resident’s ID card-making cost charge adjustment, which will greatly benefit the people.

  Statistics show that, from April 1st to April 7th, the municipal resident administration department has handled more than 100 cases of first time ID card application.. To facilitate people’s handling of refund procedures, Yichang City has made proper arrangement in various local police stations and done a good job in the census register duty arrangement to ensure all the collected ID card-making cost to be returned to payers in a good order.

  “From April 9th on, Yichang City has started to exempt first-time applicants from the second-generation resident’s ID card-making cost. Meanwhile, we have organized various local police stations to notify all relevant residents, who applied for the ID card for the first time from April 1st to April 8th, to receive their refund in the local police station,” Wu Weihua said, “Here, we would like to remind all citizens that the refund is for residents who apply for the ID card for the first time. Those applying for the temporary ID card or for a new one after missing, expiring or damaging of the original ID card, will still be charged according to previous regulations.”

  Residents applying for refund of the ID card-making cost should meet either of the following two conditions:

  1. Residents who have not yet reached the age of 16 years old and applied for the ID card for the first time;

  2. Residents who have reached the age of 16 years old and applied for the ID card for the first time.

  3. Compatriots from Hong Kong, Macao or Taiwan who settle down in Mainland China and apply for the ID card for the first time;

  4. Overseas Chinese who returns to China for permanent residence and apply for the ID card for the first time;

  5. Foreigners or stateless persons joining or resuming their Chinese nationality and applying for the ID card the first time.

  The charge for temporary ID card applicants or applicants having once applied for the second-generation resident’s ID card the first time shall follow the previous standards. If a resident first applies for the resident’s ID card and the temporary ID card at the same time, the temporary ID card-making cost will be charged according to the previous standards. Residents who have already applied for the second-generation resident’s ID card are not within the application scope. Besides, application for the resident’s ID card because of expiration, damage or loss of the original one should still be charged for the card-making cost.

  Charge standards:

  1. The ID card-making is free for residents who apply for the ID card for the first time;

  2. The temporary ID card-making cost is ¥10 per piece;

  3. The cost for a new ID card because of expiration of the original one is ¥20;
