The First Batch of Old Residential District Renovation List Finalized This Year

  On April 13, reporters from Yichang Urban Old Residential District Leading Group Office learned that the first batch of renovation pilot list of old residential district has been finalized, and 10 old communities will be freshened.

  According to the announcement issued by the office of the renewal of first batch of old residential district, the 10 pilot communities are: the Sansanling staff quarter in Yiling District; Jiaming Garden Community, Sifangyan Community and Agricultural Bank Community in Xiling District; Hepingjiayuan Community, Huanglong Community and Hangdao Community in Wujiagang District; Hongguang Community in Dianjun District; Jianyi Community in Xiaoting District; Xinglong Community in High-tech Industrial Development Zone.

  It’s said that this batch of pilot list was finalized based on 28 declared old residential communities by Yichang Urban Old Residential District Leading Group Office in conjunction with Yichang Fiscal Bureau and relevant officers of Yichang Planning Bureau, through the ways of on-site exploration, data inquiry and debriefing with the principle of promotion one by one.

  Renovation in specific ways will be transformed from government leading role in the past to residents-centered with the idea of co-construction and the principle of “benefiting the investors”. This renovation aims to explore financing mechanism of multiple parties among residents, market and government. The old residential district renovation will be implemented through principles of policy-codetermination, construction, management and evaluation with three parties together sharing the achievements in the end.

  The renovation will adhere to the principle of “priority of people over promotion, priority of planning over construction, priority of function over landscape, priority of the underground over the ground”. The key task is to solve residents’ problems such as water, electricity, gas, transportation and security, and to promote environment by corridor repairing, community greening and beautifying. Some communities are encouraged to get elevators installed if there is demand. The Yichang government will promote the living conditions and living environment of the old communities so as to enhance residents’ sense of happiness and sense of benefits, and to provide other cities in China with successful experience on old residential district renovation.
