Chief Service Officer System for Talent Projects Established in Yichang

  On April 18th, to advance synchronous plan, arrangement, supervision and implementation of investment promotion and talent recruitment (or “double-introduction”) in a coordinated way, Yichang government promulgated suggestions on the implementation of coordinated investment promotion and talent recruitment. The suggestions require force synergy, activity coordination, service collaboration and assessment collaborationto achieve the organic integrationof talents, capital, projects and industries.

  Force synergy. A joint meeting system of “double-introduction”, which will be guided by Yichang Municipal Committee of the Communist Party of China, led by Yichang Leading Group Office for Talents and composed of Yichang Municipal Bureau of Commerce, Yichang Municipal Human Resources and Social Security Bureau, Yichang Development and Reform Commission, Yichang Science and Technology Bureau, Yichang Education Bureau and Yichang Economic and Information Technology Commission, etc. will be established. Work of these different departments will be integrated to collect information, track progress and supervise implementation. Functions of representative offices and talent work stations of Yichang municipal government should be given full play. To share information, Yichang Leading Group Office for Talents will make a list of outstanding talents who have worked in Yichang or were born in Yichang, perfect the database of excellent talents and draw the “Yichang talent map”; Yichang Municipal Bureau of Commerce will build the Yichang investment promotion talent bank and relevant units will jointly establish the “double-introduction” database.

  Activity coordination. Resources will be integrated for compiling publicity materials of Yichang’s investment promotion and talent recruitment. Linkage with different colleges and universities will be strengthened, and activities like docking with central enterprises, Hubei-Guangdong, Hubei-HongKong and Hubei-Macao Economic and Trade Fairs, “World Top 500’s Dialogue with Hubei” and others organized by various chambers and/or associations will be actively participated in. All activities should be mapped out all-around. For instance, investment promotion and economic and trade fairs should be synchronized with talent recruitment and vice versa. Based on representative offices and talent work stations, investment promotions, policy explanations, special introductions and investment negotiations should be with scale and brand influence. The activity of “Yichang’s Talents Return to Yichang” focusing on high-level talents should be organized at appropriate time.

  Service collaboration. Lists of preferential policies and industry policies should be formulated according to characteristic parks and key industries. In this way, qualified talents can enjoy the talent policy and qualified talent projects can enjoy the investment policy. The chief service officer system will be established to provide “one to one” service for industry projects and talent teams who return to Yichang under the project of “double-introduction”. Social vitality needs to be stimulated. The guiding role of market demand and the main body role of employers should be well utilized to urge enterprises, institutions, research institutes, colleges and universities in Yichang, intermediaries and all kinds of social communities to cooperate in carrying out “double-introduction”. Industrial technology alliances should be encouraged among enterprises and research institutes and colleges and universities, so as to accelerate the transformation of scientific and technological achievements. At the same time, service environment should be optimized.

  Assessment collaboration. Experts should be integrated to establish an assessment expert database and dynamic adjustment should be implemented. Assessment methods for major investment projects and core talents will be formulated to conduct evaluation from the perspectives of talent policies, investment strength, scientific and technological content, economic and social benefits, quality, safety and environmental protection. In addition, the implementation of the responsibility system should be strengthened to include “double-introduction” as part of the talent work evaluation.
