The Background of the Adjustment
Traffic pressure in urban areasis heavyand the outer ring roads of the city have basically taken shape.
With the development of Yichang, traffic pressure is increasing on FazhanAvenue, Gangyao Road, Chengdong Avenue and No.4 Shengli Road. The traffic flow onChengdong Avenue is basically saturated, and the traffic pressure around the Huanghe Road in Tangjiawan is also increasing rapidly. At the same time, with the completionof the construction of Xiazhou Avenue, the overpasson No. 2 Xiling Road and No. 4 Dongshan Road, the outer ring roads of the city have basically taken shape.
In order to alleviate urban traffic pressure and protect the ecological environment of the city, the traffic police authoritiesof thecity haveoptimized the current plan ontruckrestriction(2013 version)and introduced the new policy.
RestrictedTruckModels
Restrictedtruckmodelsare further refinedand adjusted.
From May 1st, the restricted truck models will beadjusted. The light-duty trucks will be subdivided into non-self-unloading light-duty trucks, self-unloading light-duty trucks and pickup trucks. And self-unloading light-duty trucks will be controlled just the same aslarge trucksin terms of restricted areas.
What needs to be paid special attentionto is that the control measures of non-self-unloading light-duty trucks (pickup trucksexcluded) are more meticulous, involving multi-layer restricted areas and restrictedtime periods. Non-self-unloading light-duty trucks (pickup trucksexcluded) are forbidden to go through the core restricted areaall day longand the inner ring restricted areas and the enclosed area outside the core restricted areas from 6 a.m.to 10 p.m.. During rush hours, their travel within the outer ring restricted areasand enclosed area outside the inner ring restricted areas is also prohibited.
Restricted Areas
Three new restricted areas are added in the south and north of the city.
From May 1st, the urban restricted areas forlarge trucks are divided into 4 levels according to the category or usage of the vehicles, namelythe restricted areas onouter ring roadsandinner ring roads, the core restricted areas and the special restricted areas. Compared with the current plan on truck restriction(2013 version), therestricted areas are further widened and refined. There are three specific changes, the most significant of which is that the northern border is expanded from Chengdong Avenueto Juxiang Road. A new restricted areais added onHuanghe Road, that is, the outward bound is extended to Chaoyang Road and No. 4 Dongshan Road.The section between Wulong Road crossing on Jiangnan Avenue and Dianjun Road crossingis incorporated into the restricted areas.
Restricted Time
Restricted time during rush hour is extended.
In addition to changesof restricted areas, rush hours have also been extended from 7 a.m. to 9 a.m. and from 17 p.m. to 21p.m.. All trucks are banned during rush hours. The new policytakes effect from May 1st. Truck drivers who barge in on the newly added traffic-restricted areasin May will be educated, informed of the changes and persuaded to leave. They will also be reminded of the new rules.
Detour Route
Detour routes also change.
After the implementation of the new policy, as for transit trucks, the detour plan has also changed.Current transit vehicles traveling between Yiling district and Xiaotingdistrictmainly concentrateonChengdong Avenue,Gangyao Road and Fazhan Avenue. After the adjustment, they mainly take Xiazhou Avenue, No. 4 Dongshan Road, East Station Road, Bolin Road and so on.
Noticefor Obtaining Traffic Pass
Five types of vehicles are to get trafficpass in“five steps”.
From May 1st, the five types of vehicles thatdoneed to enter the restricted areas due to the construction of key projects, municipal engineering projects and production and transportation of enterprises in restricted areas—heavy trucks, medium trucks, light trucks, carrier vehicles of hazardous chemical substance, and non-self-discharging light truck—canobtain traffic pass followingprocedures onthe WeChat public account of "Safe Yichang". After obtaining the pass, the vehicles should obey the time and routes on the pass.
