Ministry of Civil Affairs and Ministry of Finance recently announced the third batch of pilots with financial support for the reform of home-based and community-based nursing services. Yichang has been one of the approved cities.
According to statistics, there are nearly 880,000 people aged over 60 in Yichang, accounting for 22% of the city's population. The aging population is higher than the national and provincial average. Up to now, 300 urban community home-based care centers have been established with 928 rural mutual care centers. According to the plan, this year, Yichang will also raise 10 million RMB Fucai Community Welfare to establish five model community home care service centers in urban areas, and make use of ADB loan of invest 2.528 billion RMB investment to build 18 new types of elderly care centers, and increase 4200 more beds, creating a Yichang model of home-based nursing services, institution-based, medical-care combined, and urban-rural coverage.
In recent years, Ministry of Civil Affairs and Ministry of Finance have chosen representative cities (districts) based on the population of the elderly and the aging population with a good foundation for working in the development of home and community care services as pilot areas for reforms. And the pilots will benefit in terms of investments and policies to support themselves to explore and collect experiences that can be replicated and promoted.
