On June 28, the Municipal Civil Affairs Bureau issued an Implementation scheme for studying and carrying out the spirit of theimportant speech made by General Secretary Xi Jinping in his inspection of Hubei (Yichang) while striving to write a new chapter of the new era of high-quality development of Yichang Civil Administration (2018-2020).

　　According to the implementation scheme, from 2018 to 2020, the Municipal Civil Affairs Bureau will focus on establishing six systems (which are social assistance and care, urban and rural community governance, social pension services, ecological funeral construction, ‘Three Matches’ responsibility, and smart civil service)and make every effort to complete ten such key tasks as the three-year action plan of “Three Assistance and One Guarantee”, the care action of “Three Left-behind People”, “disaster victims relief”, “urban and rural community governance”, “ecological funeral reform”, “integration of medical treatment and endowment (IMTE)”, “elderly care demonstration project construction”, “rural welfare institution reform”, “three matches and Internet +” civil affairs services.

　　Full implementation of the“Three Assistance and One Guarantee”plan

　　In next three years, through actively focusing on poverty alleviation,the Municipal Civil Affairs Bureau will comprehensively carry out the three-year action plan of the “Three Assistance and One Guarantee” issued by the Municipal government, and establish a detailed, dynamically updated rural “Three Left-behind People” personnel information account so as to achieve full coverage of the “Three Left-behind People” care organization and service projects.

　　Active cooperation between healthcare and elderly care

　　To build up a social pension service system,the government willvigorously promote the IMTE through different ways like the establishment of medical institutions in pension institution to provide pension services, the cooperation between health care and elderly care institutions and home visit service platformso thata socialized pension service system featured by “home based, community supported, institutional supplement, medical treatment and endowment combining, urban and rural full coverage”can be established to meet the different needs for pension services and benefit all the elderly in the city.

　　By 2020, the city will achieve full coverage of the IMTE.

　　16 small and medium-sized community pension service centers tobe built

　　By vigorously promoting the construction of elderly care demonstration projects, the city will construct 22 projects, including 16 small and medium-sized community pension service centers,dementia elderly nursing homes, geriatric hospitals, geriatric nursing hospitals, smart pension service information platforms, elderly nursing staff training centers and training bases, and institutional capacity building, implementing the brand, chaining and large-scale operation of the industry and energetically exploring the future model of pension service.

　　By 2020, some ADB projects will have had trial operation conditions, and home visits and community pension services will have covered all the urban communities and more than 90% of the rural communities.

　　Rural welfare institutions to be turned into regional pension service centers

　　In order to fully push forward the expansion of rural welfare institutions into regional pension service centers, the city will actively carry out the reform of rural welfare institutions directly under the county civil affairs departments or implement the “service outsourcing”, “public construction and private management” and “IMTE” pilots in rural welfare institutions,explore a new mode of centralized management services for destitute support objects such as dementia and disabled people at the county level,focus on rural left-behind (single-staying) elderly and build rural left-behind elderly care centers, raise the standard of destitute support, implement care and nursing funding and improve support service standard and capability so that the beneficiaries can get more sense of gain, happiness and security.

　　In 2018, reform pilots will be carried out in some counties and districts. By 2019, the pilot counties and districts will have reached 60% and by 2020, it will have been 100%, realizing a full coverage.（Reporter: Xiao Min; Correspondent: Cai Dongmei）
