On July 5th, the city held a on-site implementation meeting for the full coverage of port shore power, and arranged the deployment of power facilities at the port. It was required to complete the construction of 71 commercial terminals (excluding dangerous goods terminals) in the city by December 31, so as to realize the full coverage of port shore power. At that time,Yichang ships that had not been constructed for power-receiving facilities shall not pass the ship inspection.

　　It was introduced that the upstream and downstream of the Three Gorges Dam had an average of 260 lockage vessels every day, nearly 1,000 vessels stopped at dam area during rush hours, the average waiting time for each ship was more than 44 hours. Each year, 140,000 ships were waiting to pass through the Three Gorges Dam. During the docking period, the diesel emissions of the ship posed a threat to the air quality and ecological environment of the dam area.

　　In order to thoroughly implement the spirit of the important instructions of General Secretary Xi’s internship on the Yangtze River Economic Belt, “pay close attention to the great protection and refrain from the great development”. State Grid Hubei Electric Power Co. Ltd. vigorously promoted green shore power, helped win the battle against pollution, and successively promoted the completion of shore power transformation of 29 ports in the city. The power supply capacity reached 31,900 KVA, and the annual electricity consumption was nearly 5 million KWH ,which was equivalent to 1062.5 tons of alternative fuel, and reduced more than 3,000 tons of various gas emissions. The environment around the port and the Yangtze river area has been greatly improved, and the shore power pollution control had obtained a quite good achievement. After the comprehensive promotion, the annual electricity consumption of Yichang shore power will reach 23.8 million KWH, reducing the emission of various gas by 15,000 tons.

　　In order to speed up the construction of shore power in the Three Gorges Dam area and build it into a model for the construction of shore power facilities in the Yangtze River Basin, the government tries to promote the full coverage of the shore power facilities in the Yangtze River Basin. According to the unified deployment by the State Grid Corporation, the State Grid Hubei Power Group has set up a group for the construction of the shore power in the Three Gorges Dam area to push forward the construction work.

　　Yichang Power Supply Company, together with the city's transportation and shipping departments, port terminals department, shipping companies, shipbuilding enterprises and municipal watchdogs, has formed the Three Gorges Shore Power Alliance to study the shores suitability for different types of terminals, different power requirements of the shore power, typical design of electric power, organizations of shipping design, ship designs, and the standard design plans of shore power by research institutes and other units with the help ofYichangPort Passenger Terminal scanning code shore power pilot. The alliance also designed to establish a unified port shore power operation platform of the city, with integrated functions of measurement, billing, payment, clearing, etc., to achieve "unified interface standards and common payment platform"; accelerate the construction of external supporting power supply, and integrate the external supporting construction of shore power into the power grid planning to ensure that the power supply needs are met after the completion of the shore power facilities. An expert bank has been established for the construction of shore power to guide the design, construction, evaluation and acceptance of shore power projects of port shipping enterprises, and to actively promote the full coverage of port power in the three gorges dam area.

　　It’s known that Yichang has various types of ship docking points, involving anchorages in the dam area, anchorages in the center of river, riverside wharfs and tourist ports. The demand for shore power access is diversified, with various types and requiring difficult technology, which has significant meaning for the specimens. What’s more, there is no mature model and unified standard for promoting shore power along the Yangtze River. State Grid of Yichang Power Supply Company took the lead in three typical ways of prompting specialization shore power of cruise ship terminals, public power station of lock station anchorages and low-voltage shore power of barge terminals. After this, the port scanning code shore power mode was introduced. Next, the State Grid Corporation will speed up the resolution of the power problems caused by the seasonal water level drop in the anchorage of the Three Gorges Dam area, the technical difficulties of the shore power connection under the dam of anchorages in the center of river, and promote the coverage of the green shore power to the Yangtze River.
