On August 5, Yichang Free Trade Area formally implemented the tapering system on administrative examination and approval as well as the application materials for government affairs service.If the application items from the enterprises and masses involve more than 2 items on administrative examination and approval as well as the application materials, the application materials already submitted in the previous link will not be submitted in the latter link and they will be shared and reused among the departments.

　　On the basis of comprehensively sorting out the application materials, rationally reducing the repetitive important documents, clarifying the boundary of the department’s power and responsibility, and deeply docking with the provincial government affairs service in a network, the system stipulates that all application materials without the basis of laws and regulations shall be cancelled, and all application materials which can be obtained by departments through relevant channels shall be cancelled.

　　For example, to apply to start the import and export enterprises, it is necessary to handle the chop and seal engraving, the setting permissions on shop signboard and the record of foreign trade operators.According to the original examination and approval mode, the applicant needs to repeatedly submit copies including the business license,ID card and so onto the public security, urban management and government affairs service departments.After the reform and the entrustment of the applicant to the government affairs service bureau,the government affairs service department will obtain all the materials, including the business license, the copy of ID card, the signboard setting of housing property rights certificate and the house rental agreement,from the industrial and commercial department and others,and will also provide the materials to the relevant departments,thus reducing 7 application materials.

　　The tapering system on application materials introduced by the free trade area has reduced 48 applications for enterprises and the masses in handling 8 common businesses including setting up pharmaceutical retail enterprises, opening medical instruments retail enterprises, starting food enterprises and so on.

　　In addition, according to the principle of “people who conducts examination and approval shall be responsible for the item,and people who is in charge of the item shall carry out supervision”, in accordance with the law,each department of examination and approval shall assume liability for the items on examination and approval within its scope of legal power, and each department shall carry out supervision and management of its items at present and after the event.
