On the morning of August 9, a university graduate with his graduation certificate went through the formalities of household registration in the window of Baotahe Police Station,Wujiagang Branch of the Municipal Public Security Bureau. From the same day on, the public security organs at all levels in the city will further simplify the procedures of the household registration for college graduates.

　　College graduates (above the college degree) could use their graduation certificates to get household registration on site in Yichang City and counties, aiming to achieve the goal of "bringing in 100,000 college graduates to work in Yichang in three years ".

　　Four situations were handled on site

　　It is learned from Municipal Public Security Bureau said that after window policemen verified the information of population and educational background in National Population Information System and China Higher Education Student Information and Career Center (CHESICC) of the Ministry of Education, local police stations could handle collective household registration matters for undergraduate college graduates using their graduation certificates in talent exchange centers at city and county levels on site.

　　College graduates who came to settle down in Yichang City could settle down by only presenting their registration certificate and household relocation according to related regulations for students’ settlement (moving from the outside city). Their collective household registration in talent exchange centers at city and county levels can be handled on site.

　　Students who study abroad and then return could settle down according to the above regulations with their recognition certificate for academic degree and diploma as well as their graduation certificates issued by the Ministry of Education.

　　Spouses, minor children and parents of college graduates may also settle down together.

　　To implement policies that benefit the people.

　　After receiving the students’ graduation certificates, all the local police stations in the city will report to the county and urban (sub) bureau for online approval.

　　For those who are not domiciled with a registered permanent residence, they will be accepted according to the city policy and the Certificate for Relocation will be issued on site. For non-registered residences that hold Registration Certificate for Household Relocation, they should be accepted by choosing the menu of "Relocation of Students outside the City" in the “Yichang Population Management System”. After approval by the county and urban (sub) bureau, they should settle down directly and print Household Registration Book. The college graduates who have been recruited from the camps within the jurisdiction of the local police station will return to their original place without approval.

　　The age limit for ordinary college graduates who apply for settlements is under 40 years old for undergraduates (including overseas students who are certified by the ministry of education)and under 35 for three-year diploma holders. There is no age limitation for students with master degree or a doctor degree (including overseas students who are certified by the ministry of education).

　　Ordinary college graduates who settle down in the collective households in the talent exchange center of cities and counties in Yichang shall apply to the local public security police station for registration as the collective households of residents. Applicants with friends or relatives in Yichang can settle down in the friend’s home or the relative’s home by submitting the written applications and the copies of residence booklet and that of the resident identity card with the consent of the householders.
