“In the past, if people had a business,they had to go to the National Tax and Local Taxation Bureau to deal with it. Now it only takes in less than half an hour to handle all their business at one window!” On Aug. 10, Liu Xiaoli, accountant of Yichang Hongyang Group Co., Ltd., who handled the rebate business of urban land use tax at the window, said with surprise. With the continuous promotion of tax collection and management system reform, the city’s tax department has vigorously deepened the reforms to “streamline administration, delegate powers, and improve regulation and services”, a series of facilitation measures, such as “handling all business in one hall”, “handling all business on one website”, “inquiring by one-click” and so on, so that citizens have a new experience.
It is reported that since the merger of taxation authorities, the 15 comprehensive tax service offices of the Yichang Municipal Taxation Bureau of the State Administration of Taxation have realized “one window” taxation by introducing“package” service items for new taxpayers, formulating management systems,such as “unified identification and signs, window setting, taxation process, taxguidance service, publicity and consultation”, and innovatively implementing the integrated service mode of“acceptance through one window,joint handling through one table, and finishing through one office”for real estate transactions.At present, more than 680 housing transactions have been handled by joint handling through one window.
Not only that, the tax department has also fully implemented the “non-filling form” system, where there are electronic forms in the third phase of the Gold Tax System,after generation,the printing is directly confirmed and signed by the taxpayer without signing up.At the same time, the tax department has integrated the online tax service plat form and fully implemented the “handling all business on one website”.80 tax-related items, such as tax information reporting and invoice processing, will be handled online.And the proportion of tax handling in the department will maintain below 30%.
“The use of online declaration and self-service terminals has greatly reduced the cost of handling taxes. It is more and more convenient to handle taxes after the background data integration of the third phase of gold tax and the online tax system.” Xia Zecui, the legal representative of Yian Accounting Firm in Yuan’an County, said.
In order to deepen the reforms to “streamline administration, delegate powers, and improve regulation and services”,tax departments have sorted out and canceled 67 items of administrative examination and approval, and reserved 7 items of examination and approval. Besides, they have integrated the follow-up management into the daily work of tax collection and administration and law enforcement through such measures as real-name tax handling, recording review, and data review.
“We have also improved the way of tax preference record, and changed the preferential data of corporate income tax from being submitted to the tax authorities to being retained for future reference by taxpayers, so as to reduce the record burden of taxpayers.”The responsible person of Yichang Municipal Taxation Bureau introduced that the tax department also greatly simplified, merged and optimized the monthly (quarterly) prepaid tax declaration form of enterprise income tax, which reduced the number of data items by more than 65%and the preparation time for taxpayers to declare taxes.
In the integrated List of One-Time-Only Handled Tax-Related Mattersreleased by Yichang Municipal Taxation Bureau, there are five categories of 143 tax-related matters handled at most once, such as receipt of invoices and declaration of social insurance premiums of taxpayers and payers,record ofindividual income tax preference and report of cross-regional tax matters, which accounts for 80% of all tax matters.(JournalistHe Guanying, Correspondent Yang Kai)
