On August 23rd, Yichang Municipal Human Resources and Social Security Bureau held a press conference on the employment service of "1000 cadres entering 1000 enterprises" and issued a list of city policies to support the development of real economy. The list includes 44 policies, covering entrepreneurship, employment, talent service, social insurance, etc. Among them, subsidies and cost reduction measures are aimed at reducing burdens for difficult enterprises.

　　These subsidies for enterprises and employees include: enterprises that did not layoff employees in the previous year, after submitting application, can get a subsidy of 70% of the total amount of unemployment insurance premiums paid in the previous year; small and micro enterprises that have recruited qualified number of personnel who matches the requirements of application for venture guarantee loans, if they apply for a loan, they will gain from the financial sector 50% discount charges of the benchmark interest rate of loans (upward floating interest rate and interest rate of the loan extension are not subsidized),and the maximum amount of discount charges is 2 million yuan; college students' entrepreneurial enterprises that are in the city-level demonstration base will be given a subsidy of 1 yuan per square meter per day for rent and utilities; small and micro enterprises that employ recent graduates and sign labor contracts with them for more than one year and pay their social insurance premiums will get social insurance subsidies for up to one year;enterprises that recruit people with employment difficulties and pay their social insurance premiumsshall be granted subsidies; enterprises that participate in poverty alleviation and employ recorded poor people,sign labor contracts of over one year and employ them for more than one year shall be awarded and compensated 2,000 yuan per person; employees who have paid unemployment insurance premiums for more than 36 months and have obtained the primary (level 5), intermediate (level 4) and advanced (level 3) vocational qualification certificates from 2017, within 12 months after the time of issuance of the certificates, they can apply for the subsidies of RMB 1000, RMB 1500 and RMB 2000 respectively; those who set up small and micro businesses or engage in self-employed businesses, and have been in employment difficulty for more than one year from the date of obtaining business licenses, or college graduates (graduates of non-local household registration include)within five years from the academic year of graduation will gain subsidies of 2000 yuan and 5000 yuan respectively; skilled workers of junior, intermediate and senior levels who meet the requirements for upgrading their skills will be granted subsidies of 1000 yuan, 1500 yuan and 2000 yuan respectively.
