Reporters learned on August 24 that the Municipal Government issued a Notice on Establishing and Improving the Implementation Plan of the Compensation Mechanism for Ecological Protection. The notice proposed that by 2020 in the whole city, the full coverage of ecological protection compensation would be achieved in key areas such as forests, water streams, wetlands, cultivated land, atmosphere, and deserts, prohibited areas, and key ecological functional areas, the across-regional horizontal ecological protection compensation pilots would make significant progress, and the market-oriented, diversified ecological protection compensation mechanism would be more sound, so as to promoted the formation of green modes of production and life.

　　The Implementation Plan clearly points out that, for forests, the state and provincial public welfare forest compensation policy shall be implemented; for water flows, ecological compensation measures shall be implemented for in the Eastern Branch of Huangbai River, and ecological compensation mechanisms shall be researched and established for rivers and water areas including Qingjiang River, Xiangxi River, Bailin River, Juzhang River and Manao River. Ecological protection compensation for centralized drinking water sources shall be carried out; for wetlands, the wetland protection red line in the whole city shall be scientifically delimited, the ecological benefit compensation system for wetland shall be explored and established, and the pilot project of returning farmland to wetland shall be advanced steadily; the scale of returning farmland to forests in the new round shall be expanded, and the slopes steeper than 25 degrees shall be gradually dropped out from basic farmland and incorporated to the subsidy range of return farmland to forests. Policies that encourage farmers to apply organic fertilizers and low-toxic biological pesticides shall be studied and formulated; for air, the air quality ecological protection compensation mechanism shall be implemented and improved, and assessment systems, such as the air quality ranking, notification and so on shall be improved.
