The reporter learned from the promotion meeting of the recycling and disposal work of pesticide packaging waste in Yichang City on Aug.24 that our city would fully start the recycling and disposal work of pesticide packaging waste starting from next month.

　　It is reported that the Yichang Municipal Agricultural Bureau will strengthen the control of agricultural pollution and accelerate the construction of the recycling and disposal, and supervision system of pesticide packaging waste, so as to set up recycling station for pesticide manufacturers, management enterprises (stores) and agricultural products planting cooperatives in urban areas this year.By the end of 2020, the recycling area of pesticide packaging waste in urban areas will be fully covered, so as to achieve the goal of full receivables.

　　As the liability subject for the recycling and disposal of pesticide packaging waste, pesticide manufacturers, wholesale and retail enterprises (stores) should put up notices in prominent locations at all recycling stations, which is equipped with marked recycling boxes (bags), classified packaging, storage, transfer, delivery and disposal.All abandoned pesticides that are directly in contact with pesticides or contain residues of pesticides packaging materials including bottles, barrels, cans, bags and expired pesticides and their packaging shall be recycled and disposed.

　　It will focus on the establishment of recycling and disposal network and mechanism. Relying on the main body of agricultural enterprises (stores), the network system of recycling and disposal of pesticide packaging waste is established, including “collection of farmers, recycling of retail stores, collection of wholesalers,and disposal of manufacturers”.Enterprises engaged in pesticide production and agent of pesticide products should establish a recycling mode through consultation and encourage the implementation of incentive measures such as paid replacement, cash recycling and material subsidies.Pesticide manufacturers shall establish their own mechanisms for the recycling and disposal of pesticide packaging wastes, record and preserve the accounts of the storage and operation for the recycling and disposal of pesticide packaging wastes.
