In July last year, the Yichang City government officially launched a comprehensive reform of all its urban public hospitals, by cancelling the drug price addition policy, and comprehensively reforming the systems and mechanisms of those hospitals, including management system, reimbursement mechanism, price mechanism, personnel establishment, income distribution and medical supervision.

　　From January to June this year, 9 public hospitals directly under the city have made it that their medical service incomes increased by adjusting the price of medical services amount to 82.45% of their revenue loss in drugs. Compared with last year, the proportion of public hospital medicine incomes decreased by 1.6% on average, while that of their medical service income in business income increased by an average of 3.5% , showing a more reasonable income structure of the hospitals.

　　Besides, 21 county-level public hospitals in its 8 counties and cities (excluding Yiling District) have also implemented such comprehensive reform, by fully actualizing centralized online drug purchase and zero margin drug profit.

　　“The city has constantly promoted the construction of a grading diagnosis and treatment system, through the method starting from pilot exploration and individual breakthroughs to systematic support and comprehensive advancement.” According to the relevant person in charge of the Municipal Health and Family Planning Commission, under the efficient operation of the “Internet + grading diagnosis and treatment”referral collaboration platform, 29,287 referrals have been done through the platform and 7,745 remote consultations conducted in the city in the first half of this year, basically achieving the goal of initial medical care at community, online consultation, and general treatment in local hospital.

　　At the same time, a precision contract service model has been vigorously promoted by the name of "family doctor service team + expert(s) from general hospital above two-level + grid staff" in the city. In June this year, the construction of the county medical service community in our city was officially launched and such construction is expected to achieve a full coverage of all its counties and cities by the end of this year.

　　Ever since the implementation of the reform, the city's basic medical insurance system has been gradually improved, and has taken the lead in achieving cross-provincial two-way balance accounts and cross-provincial settlement for former new rural cooperative medical persons in Hubei Province. Up to now, 27 hospitals in our city have joined the national non-local medical treatment and settlement platform, therefore, a full coverage has been achieved of urban workers' medical insurance and urban and rural residents' medical insurance registration.
