On September 12th, Mr. Wang, a project manager in the urban area in Yichang, received a call from the Engineering Review Section of the Yichang Municipal Fire Brigade and was told that "the professional drawings of the building have been examined and approved". This was just more than one week after he had submitted his application.

　　For administrative permit, recording and spot check of construction projects, the legal time limit for examination and approval is reduced from 20 working days to 10 working days. This is one of the measures implemented by Yichang Municipal Fire Brigade for the convenience and benefit of people. It is a self-imposed revolution involving sacrifices on the part of the fire brigade. Mr. Wang is among the first beneficiaries. In addition, the Yichang Municipal Fire Brigade also deals with completion acceptance and applications for fire safety inspection for public assembly places before business and reduces the legal time limit from 33 working days to 12 working days.

　　In order to speed up the examination and approval of the fire protection part, the Yichang Municipal Fire Brigade starts with the examination and approval materials and streamlines the unnecessary and repetitive documents. In the implementation of fire protection acceptance of construction projects and fire safety inspection before business, the witness sampling inspection of fire products, electrical testing and others are cancelled. For the decoration projects in the buildings which have passed fire protection acceptance , there is no need to carry out additional testing of fire protection facilities if no such facilities are added or changed. For decoration projects of office space of less than 1000 square meters,there is no need to submitqualification certificates of the designer.

　　Take the review of fire protection design as an example. In the past, 10 items of materials, such as design contract, business license of the designer, project licenses of planned projects, etc.were required,but now only 5 items are required.

　　In addition to reducing half of the approval materials, the Yichang Municipal Fire Brigade accept the lacking of materials for key projects, that is, for these key projects, if they lack some required materials, such as building permit, when other conditions for the review of fire protection design are met,the review of their fire protection drawings is not influenced.The legal documents of administrative permits on fire protection will be issued when project declaration materials are complete.

　　The Yichang Municipal Fire Brigade opens up green channels for key construction projects, gives priority to them in issuing administrative permits and sends special persons in advance to provide guidance.
