On Sep. 20, the reporter learned from the application pilot of electronic business license and acceptance meeting of related task of core electronic device, high-end common chip and basic software products that since Yichang had been identified as the application pilot of electronic business license by the former State Administration for Industry and Commerce of the People’s Republic of China on May 1st this year, a total of 14,576 electronic business licenses were issued by Sep. 18, of which 1,651 electronic business licenses were applied, with an average application rate of 11.3%.

　　As the electronic identification of enterprise identity, “enterprise digital certificate” plays the role of enterprise’s “Online electronic license”. The functions of identity verification and digital signature of “Enterprise Digital Certificate” provide basic security and credit guarantee for enterprises to enjoy e-government services and carry out e-commerce with its confidentiality, integrity, authenticity and non-repudiation.

　　It was reported that in order to quickly generate and effectively apply electronic business licenses, the Yichang Administration for Industry and Commerce and the Yichang Smart Bureau signed a technology promotion cooperation agreement, which brought the application work into the “Smart Yichang” construction system. Besides, a verification front-end processor and cipher machine were installed in “Three Gorged cloud” computing center, which placed application program into mobile app “E home of Yichang citizens”. The electronic business license was provided with two kinds of virtual identity electronic identification, which were used together with the existing iSignature, so as to quickly integrate the signature function of electronic business license into Yichang government service system.

　　At present, the electronic business licenses has successfully connected with the departments of government system such as employment, social insurance, accumulation fund, China Food and Drug Administration, The People’s Bank Of China, and public resource trading center. When the enterprise handles business on the online platforms such as Yichang Government Service Network, Accumulation Fund Online Service Hall, and Social Insurance Online Service Hall, they do not need to register additionally, but only need to use the mobile version of electronic business license to scan to log in. Enterprises do not need to bring or repeatedly submit a copy of the paper business license when they apply for online bidding, social insurance applying, food business certificate and online application of bank account opening license. They can verify their identity and directly use the shared information data by scanning the mobile version of electronic business license. The goal “a golden key to open a million locks” of the electronic business license in Yichang was initially realized.

　　At the same time, with the application of electronic business licenses, enterprises do not need to repeatedly handle various digital certificates. According to incomplete statistics, there are more than 13,100 digital certificates issued to enterprises in Yichang, which can save at least 5 million RMB per year for enterprises, with the average price of 400 RMB per year per license.
