　　For those owners without any purchase proof, they can file in the real name system for registration after signing a letter of commitment to prove the legality of electric vehicle’s ownership; after the eletromble regulations are put into effect, owners can get the electromble’s cards and licenses for free in the prefecture’s public security bureau or electric vehicle’s agents with the Certificate of Yichang’s electric vehicle Registration.

　　Electric vehicle owners are promoted to set up electric vehicle intelligent burglar-proof chips and to buy electric vehicle insurances.

　　The battalion chief said that the municipal public security bureau will firstly set up information registration system in details in the electric vehicle dealerships of the urban area, and then they will file all the newly-bought electric vehicles in one go. Afterwards, they plan to put into practice the real name system for registration gradually by first increasing the number of registration and then saving for filing, spreading from the urban area to the following counties.

　　At the same time, the public security bureau and letter department will guide the scientific and technological enterprises to constantly improve the functions of the real-name registration information platform for electric vehicles, to do a good job in data collection, management and push, and strengthen daily early-warning information verification. Police stations will carry out regular inspections and point-setting inspections, urge the promotion of long-term standardized operation of the real name registration of electric vehicles, and strengthen the clearance and renovation of such places as the transaction, repair and waste purchase of electric vehicles, so as to eliminate a number of waste purchase and repair sites.

　　The traffic police department will give full play to the advantages of road traffic management to form a standard inspection process of the real-name verification of electric vehicles, so that black cars and stolen cars have no hiding place. The municipal public security organs at all levels and all the police will actively use the data collected by the real name registration of electric vehicles to intensify the crackdown on cases of stealing and robbing electric vehicles, so as to lessen people's losses.
