　　The Measures elaborates on the definition of illegal construction, clarifies the specific situations of illegal construction and lays special stress on the responsibilities of different departments and relevant units. For improving the efficiency of the disposal of illegal constructions, it stipulates in detail that "illegal constructions can remain if corrective measures can be taken to eliminate their impact on planning, illegal constructions should be demolished if there are no corrective measures to eliminate their impact on planning and certain illegal constructions cannot be demolished". At the same time, the Measures has condensed the mature experience of the prevention and control of illegal constructions in Hangzhou, Jinhua and other cities in respects of self-demolition and reduction of confrontation between the subject of law enforcement and the party being executed. The Measures encourages self-demolition, and if self-demolish is really difficult, application can be made to local township people's government and street offices for organized demolition e within the time limit.

At the scene of the demolition of illegal constructions, the person in charge who worked for the City Management Committee said that the current situation of preventing and controlling illegal constructions was still grim and complex, and it was necessary to control the "two sources" to eliminate the soil and space of the survival of illegal constructions.

　　The Measures puts forward that the prevention and control of illegal constructions need to be strengthened in the conditions of planning land transfer and the planning should be reviewed according to law strictly, cutting off the increment of illegal constructions from the source. As to the increment of illegal constructions that cause increasing complaints and inaction of property management companies, the Yichang Municipal Commission of Housing and Urban-Rural Department is required to guide and urge property management enterprises to perform their obligations of dissuasion, restraint and reporting of illegal construction according to law so as to strength the control of the source.
