The recently issued Three-Year Action Plan for Rural Human Settlements Rectification in Yichang City encourages rural households to keep their house clean and tidy.

　　The plan calls for the building of an ecologically livable and beautiful countryside, with the focus on the treatment of rural waste, sewage and the improvement of village appearance, and the acceleration of the construction of a weak rural living environment, aiming to strengthen the beautiful livable countryside construction which features in a green, clean and tidy environment as well as a wealthy and harmony livelihood . It also gives six tasks

　　Systematic management of household garbage. As for such problems as garbage-covered mountains, garbage-surrounded villages (dams) and industrial pollution going to the countryside area and the area mountain", we will vigorously renovate illegal garbage dumping sites, and comprehensively clean up and dispose of the accumulated stock garbage along railways and highways, along mountains, rivers, lakes and Banks. We will continue to strengthen the garbage disposal regulatory system and garbage terminal treatment facilities. By the end of 2019, all counties and urban areas should complete the work of garbage disposal, and the information system for urban and rural household garbage disposal should be put into trial operation. By 2020, the information system will be fully operational, realizing the whole-process monitoring of urban and rural household garbage collection, transport and disposal. At the same time, we will promote the recycling of household waste in rural areas.

　　Comprehensively treatsewage pollution in rural areas. Firstly, Accelerate the rural toilet revolution. In 2020, harmless toilets shall be set up in both urban and rural areas. Secondly, improve animal husbandry production mode and popularize green breeding mode. In 2020, the comprehensive utilization rate of livestock and poultry breeding waste resources in the city shall reach 75% and above,the matching rate scale of sewage treatment facilities equipment shall reach 95% and above,and the matching rate of equipment in large-scale farms shall reach 100%.

　　Promote the treatment of sanitary sewage. At the end of 2018, all towns in the city shall have their sewage treatment facilities built. At the end of 2019, the popularity rate of municipal household sewage pipe networksshall be higher than 90%, the collection rate shall be higher than 80%, the processing ratio shall be higher than 75%and the comprehensive compliance rate of quality of treated water shall be higher than 80%. We will carry out extensive treatment of pond and ditches, focusing on renovating sewage ponds, black or smelly water bodies and improving the water ecological environment comprehensively through dredging and connecting water systems. All this will improve the drainage and self-purification ability and highlight charms of landscape. We will actively carry out the work of fisherman ashore and ban the “cage farming”on rivers, lakes and reservoirs so that the good quality rate of river water passing the assessment above provincial level can reach 88%and higher in 2020.

　　Coordinate the improvement of the country's style and features. We will further construct the rural roads with four good standards, and realize the “group to group connection” of rural roads. We should strengthen the renovation of dilapidated houses in rural areas and actively promote the elimination of the dangers, integrate regional culture and homesickness into the construction of residential buildings, to form a special scene of every village. The rural fiber network of “household to household connection” project should be promoted to improve the power supply capacity and power quality of rural power grids, and the rate of lighting facilities applied in the main public places of the village is over 80%. We will also accelerate the approach to take targeted measures in wasteland alleviation, continuously promote the greening and beautification of public spaces such as roadsides, watersides, village entrances and plazas, increase the amount of village greens, and improve ecological quality. By 2020, the city's forest coverage rate will reach more than 65%, and 70% of the villages will reach the green village standard.

　　The other two key tasks for us are strengthening village planning management and improving the construction management and protection mechanism.

　　The plan proposed to support Yiling District to establish a national demonstration county for rural waste classification and resource utilization, to support Dangyang to create a national demonstration county for rural domestic sewage treatment, and to support Yidu, Zhijiang, Yuan'an and Yiling Districts to compete for creating a national rural pilot of overall environmental improvement.
