On October 9, the Civil Affairs Bureau, the Finance Bureau, the Health Planning Commission, and the Disabled Federation jointly issued the Implementation Plan for Community Rehabilitation Services for Mental Disorders in Yichang City (hereinafter referred to as the Plan). According to the Plan, by 2020, the city will build 200 community rehabilitation service facilities for mental disorders.

　　The Plan clearly stipulates that by the end of 2019, the city will build 100 community rehabilitation service facilities for mental disorders, including 50 community rehabilitation facilities for mental disorders in urban areas, and more than 20% of home patients receive community rehabilitation services. By the end of 2020, the city will build 200 community rehabilitation facilities for mental disorders, including 100 community rehabilitation facilities for mental disorders in the urban areas, and the proportion of counties (cities, districts) that carry out community rehabilitation for mental disorders will be no less than 40%. The community rehabilitation network for mental disorders will cover more than 30% of township communities, and more than 30% of home patients will receive community rehabilitation services. In 2019, the city will also train 100 people for serving in the community rehabilitation services for mental disorders. In 2020, the total number of the introduced and trained employees of the community rehabilitation services for mental disorders will be not less than 200. Home care rehabilitation and nursing skills training of family caregivers will be included in the basic services of community rehabilitation for mental disorders, and family caregivers will be regularly organized to learn and communicate.

　　In addition, relying on the resources such as the mental health professional institutions, social welfare institutions, rehabilitation centers for the disabled and community rehabilitation institutions for mental disorders, we will build a municipal community rehabilitation service platform for people with mental disorders.Through the information comparison with the information management system for severe mental disorders of the Health and Family Planning Departments, the management of heavy mental patients of the Public Security Departments and the certification system for the disabled in the Disabled Persons’ Federation Departments, the referral mechanism of rehabilitation services and employments which sharesinformation, link smoothly and operate orderly is explored to be built. In 2020, the municipal mental disorder service platform will be initially built.It was understood that in April this year, our city was listed by the Provincial Civil Affairs Department as a pilot city to carry out community rehabilitation services for mental disorders in 2018.
